As one of the few INGOs with an operational presence in Ukraine, we are already responding with initial life-saving activities in the Donetsk and Luhansk Regions, with the intention to scale-up assistance in the central and western regions of Ukraine. We have also launched a programme to support refugees arriving in Moldova, where we also already have a presence, and are investigating a further response in Poland.

We are now seeking passionate, professional and experienced humanitarian professionals to support our response to the crisis. We are looking for talent which thrives in collaborating with others (inside HelpAge International and beyond) and who can work in agile ways and across boundaries.

Key areas for impact, influence and responsibility

The MEAL Manager will provide expert support to Monitoring and Evaluation work in the Ukraine Humanitarian response across programmes in Ukraine, Moldova and Poland.

· Develop and implement a robust monitoring and evaluation system that will ensure tracking of project/ programme results at different levels (outputs, outcomes and impact).

· Develop/ Adopt an integrated database of all country projects/ programmes and ensure accountability through regular data updates, data integrity and working in collaboration with the data processors.

· Work with programme officer and managers to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses and gaps in projects/ programs and services and for reporting on donor commitments.

· Develop M&E plans for all projects and proposals and ensure the same is followed up during implementation;

· Carry out data quality assessments/ audits regularly for MEAL data based on agreed indicators to guide decision making

· Review monthly progress reports from partners and ensure they have evidence to back-up and provide feedback to the respective staff

· Collate/ prepare regional reports related to internal reporting such as the quarterly and annual reports

· Ensure t**hat cross cutting issues such as participation, gender, age and disability are effectively addr**essed/ mainstreamed in all project implementations as part of ensuring accountability

· Ensure that HelpAge’s Ukraine response team learns from all final evaluations of completed projects for decision making and improvement of project designs.

Let’s talk about you

You will be someone with:

· Masters or Bachelor’s Degree in Statistics, Economics, Monitoring & Evaluation, Demography, Population Studies;

· Demonstrated experience in data processing and management of large scale surveys;

· At least 3 years’ direct experience in a position of monitoring and evaluation of large scale projects preferably within a humanitarian response context

· Strong experience in conducting research studies including the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations; ·

· Fluency in written and oral English

· Excellent interpersonal skills and the ability to work well within a multi-cultural team environment

· Ability to work in a fast paced and stressful environment

Desirable

· Fluent spoken and written Russian

· Previous experience of working in Eastern Europe/Ukraine

· Previous experience of working with older people
