About the role:

PIN has been working in Northern Syria since 2012, providing support to conflict-affected communities and IDPs. PIN’s contribution to the overall Syria humanitarian response is amongst the largest, with an annual turnover of over $50 million, 40% is in NES. The major donors in NES are: EC, USAID BHA and SDC. The program in NE Syria has 4 operational offices in Derik, Kobani, Manbij and Raqqa City with approx. 300 staff.

The MEAL Manager will have a key role in leading and capacity building the MEAL teams and directly line managing the MEAL Team Leader. The MEAL manager is responsible for developing and maintaining updated project-specific M&E plans, tools and frameworks and supports Programme Managers in preparation of monthly evaluation and planning meetings. The MEAL manager is responsible for ensuring that M&E reporting and data sets are in line with high quality and timely mission-wide reporting. MEAL manager supervises development and implementation of the Community Feedback Response Mechanism (CFRM) with programme teams. The MEAL Manager cooperates closely with NES Head of Programmes, Programme Managers (PMs), Erbil based M&E staff (M&E Coordinator and Senior Data Analysis and Reporting Officer) and Turkey based MEAL Manager for Northwest Syria (NWS).

Duties and responsibilities:

Planning and Development of M&E processes

  • Supports Erbil based M&E Coordinator in developing project-specific M&E Plans and frameworks.
  • Supports PMs in preparation of monthly evaluation and planning meetings
  • Ensures that MEAL data and reports are consistent with mission-wide reporting requirements, of high quality and on time. Supervises the Deputy Manager ensuring that M&E activities (monitoring and assessment data collection, analysis and reporting) are applied across all projects, and comply with the M&E Plans and M&E Standard Operating Procedures.
  • Supports PMs in developing TORS and procuring Third Party Monitoring (TPM) assignments.

Human Resources

  • Supervises planning and budgeting sufficient human resources for M&E activities across all projects.
  • Manages NES MEAL Team with direct line management of MEL Deputy Manager, Reporting and Analysis Senior Officer, CFRM Senior Officer. Provide M&E induction training.
  • Capacity Building of programme and MEAL staff in planning and technical skills.

Accountability and Complaint and Feedback Mechanism

  • Supervises development and implementation of the CFRM, including visibility and information sharing, receipt and logging of complaints, provision of appropriate responses and donor reporting.
  • Lead on preparation and organizing learning and information sharing workshops with MEAL and Program teams.
  • Ensures logging and follow up on MEAL related feedback in Program Feedback Tracker
  • Engages with teams and NWS M&E Manager and M&E Coordinator to support dissemination of project lessons

Data Management & Reporting

  • Contributes towards review, revision and development of data collection tools, methodologies, and standardized reporting templates
  • Develops analytical reports from M&E data
  • Ensures that M&E reports are submitted to Grants Officer to fulfil donor reporting requirements

PIN Offers:
