Project Overview CORE is a global humanitarian relief and recovery organization that seeks to build resilience for our partners in low-income communities and those affected by disasters across all our programs. We operate public health, emergency preparedness, health resilience, and disaster recovery programs across the US and internationally. Position Overview The Monitoring, Evaluation and Learning (MEL) Specialist for CORE will join a fast paced and dynamic team primarily based in Atlanta, GA, supporting public health, emergency and disaster response, and humanitarian programs. This position will work closely with the Director of Program Data and Program teams across CORE operational areas to develop and maintain program tracking and evaluation processes.

Requirements

    • QUALIFICATIONS At least 4 years of work experience with at least 1 year of monitoring and evaluation experience
      – Understanding of quantitative data analysis, including experience creating data models and conducting data analysis
      – Demonstrated knowledge of and experience in monitoring and evaluating programs, including designing and using M&E plans, theories of change, logic models, and other MEL frameworks.
      – Understanding of data analysis and visualization, including summary statistics, hypothesis testing, and regression techniques.
      – Knowledge of statistical software (R, SPSS, Stata, etc.) Experience in other data synthesis and visualization software (e.g.,ArcGIS, qGIS, Smartsheet, PowerBI, Tableau)
      – Ability to guide, coach and oversee others to produce accurate, timely results and products collaboratively Critical analysis skills particularly in data interpretation
      – Experience with non-profits and grant applications/reporting Ability to prepare clear and concise reports for internal and external audiences.
      – Excellent communication, writing and organizational skills. Strong interpersonal and intercultural skills.
      – Ability to work in a multicultural context as a flexible and respectful team player.
      – Strong verbal and written English language skills.
      – Advanced university degree (M.A., M.S., MPH) in social sciences, business administration, humanitarian practice, international development, public administration, public information, public health or related field.

Responsibilities

    • ESSENTIAL DUTIES AND RESPONSIBILITIES
      – The Monitoring, Evaluation and Learning (MEL) Specialist will be responsible and accountable for the performance of the programmatic monitoring and evaluation systems.
      – In particular, he/she will: Implement monitoring systems and tools to capture quantitative and qualitative program data
      – Develop survey tools, data reporting processes, and other tools as requested or identified for program and grant deliverables.
      – Support development of new programs, to include identifying key performance indicators (KPIs), conducting research, and collaborating on grant applications.
      – Liaise with program technical specialists of partner organizations and government agencies. Support the development of materials that can be used to train local CBO partners and community-based organizations in M&E techniques and reporting.
      – Provide technical input on evaluation design, M&E frameworks, organization-wide MEL practices and standards, data collection instruments and methods, data analysis, and data visualization.
      – Oversee the creation of monthly monitoring reports and program monitoring and evaluation reports for submission to internal and external partners.
      – Develop best practice papers and lessons learned reports to ensure innovations are documented and integrated into future programs.
      – Provide insight and guidance on program design from a monitoring and reporting perspective. Involvement in the adaptation and development of policies around program data input, security, and storage.
      – Support and guide regional data specialists, data analysts and M&E team members. Review program progress through regular data review and meetings with program leads.
