As Monitoring and Reporting Officer, you will report to the Senior Programme Officer and work under the general supervision of the Deputy Director of Planning, and be responsible for monitoring and reporting in relation to the implementation of UNRWA programme budget and emergency interventions.

Responsibilities – Develops, updates and manages UNRWA monitoring frameworks and tools applicable to regular and emergency programming. This includes the development and/or revision of performance indicators and methodologies to accurately collect data, facilitating the development of realistic intermediate and end targets, updating the results-based monitoring (RBM) system to include new reporting structures and quality assuring data.

Acts as the focal point providing technical support in relation to Agency-wide annual and mid-year results reviews.

Through a result-based approach to monitoring and reporting that emphasizes results and impacts, coordinates inputs and: (i) develops quarterly monitoring reports against the annual operational plan; (ii) supports the development of the UNRWA annual operational report in accordance with approved reporting formats; and (iii) develops clear and concise briefings and power-point presentations in support of various meetings, workshops and donor briefings.

Supports UNRWA Field Offices, Departments and Divisions on the effective use of methodologies and tools for planning, monitoring, reporting, programme coherence, implementation of the monitoring system, benchmarking and indicator measurement at the outcome level.

Continuously streamlines and improves the quality, consistency and reliability of the collection, processing and management of data as it relates to planning, monitoring and reporting. – Supports the development of other Agency reporting efforts, taking the lead in developing specific reports / report inputs, as required.

Education A university degree from an accredited educational institution in social sciences, development studies, statistics, international relations, law, public/business administration, economics or a related field.

Work Experience At least six years of progressively responsible relevant experience in planning, monitoring/reporting processes, quality assurance, project/programme management and capacity development in large governmental, nongovernmental or international organizations.

A minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.

Excellent knowledge of advanced statistics and results-based monitoring and reporting, including experience in sampling techniques and the use of computer software in support of monitoring, reporting and statistical analysis.

Knowledge of the Middle East environment and culture (desirable).

In-depth understanding of political, social and economic issues in the Region (desirable).

Experience with UNRWA or other UN/humanitarian agencies (desirable).

Experience in working with internally displaced or refugee populations (desirable).

Languages Excellent command of spoken and written English. Knowledge of Arabic (desirable).

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and duration: 2 years, with the possibility of further extension. The Monitoring and Reporting Officer will be required to reside in the field of assignment and may be required to travel to other locations within UNRWA area of operations. Applicants have to complete the Personal History Profile (PHP) in inspira in order to be considered. The PHP should be completed with full relevant work experience as per the requirements in the Job Opening, in order to be considered.
