Monitoring and Evaluations Specialist

The position- The M&E Specialist works mainly on the development of M&E tools for Aflatoun show_content. As part of the Research department, the M&E specialist also works on other assignments on specific projects.

Specific tasks and responsibilities

Primary Task

Tool development & training (Main task)

· Development of assessment tools (survey questionnaires, observation forms, etc) which focus on the learning outcomes of young people (of various age groups) based on specific learning outcomes as defined in the Aflatoun curricula (including but not limited to: personal skills and interpersonal skills, financial literacy, entrepreneurship and employability skills)

· Design and lead the process of validating and testing of assessment tools

· Provide support in building and strengthening the technical capacity of the Aflatoun Secretariat and the partner network, as well as partners in special projects, in the use and implementation of M&E methodologies. These includes

• Support the development and maintenance of Aflatoun’s M&E tools, including reviewing and improving existing M&E tools and developing new or adapted M&E tools tailored for specific purposes. **
• Provide technical assistance on the monitoring and evaluation of Aflatoun program to partner network as well as partners in special projects through consultation as well as capacity building events. **

Other tasks

Primary Research – Studies and Evaluations

· Conduct research studies for organizational learning and international advocacy.

· Synthesize research findings and work with the Communications Team to translate them into communication products (blogs, briefs, articles, and others)

Compilation of Strategic Information

· Consolidate a pool of SFE key evidence to promote the use of knowledge-based evidence across the different areas of the organization.

Project management

• Act as Project Manager for a set of assigned donor-funded projects, including:

• develop a project plan and budget, establish the project team, manage consultants, allocate tasks and billable time to team members and track costs against budget;
• execute the project according to the project plan, making adjustments to ensure successful delivery of the project in compliance with donor requirements;
• develop progress reporting for donors when required with input from partners

Proposal writing

• Provide support in developing the Research and M&E components of project proposals in coordination with resource mobilization team;

Non-technical responsibilities as Aflatoun staff

• Positively contribute to team discussions and the effective running of the organization;
• Cross-departmental collaboration, compliance with organizational policies and procedures including submitting monthly timesheets;
• Keep relevant sections of the website up to date and contribute to organizational communications materials in relation to curriculum development;
• Maintain contacts’ details and key communications in the organization’s relationship management system, Salesforce;
• Promote Aflatoun’s work on social media;
• Perform other duties and tasks, consistent with the skills and expertise, as required in non-routine circumstances;
• Be willing to adapt to different tasks and different cross-organizational tasks, this includes but is not limited to helping deliver Aflatoun events such as the International Conferences and staff retreats.

Required Skills & Qualifications

· Advanced university degree in Education, social sciences or other relevant disciplines.

· Practical training in developing and pilot testing of survey tools, survey and research analysis, or applied statistical data analysis in Education and/or social sciences an asset.

• Strong experience in developing instruments of evaluation in the field of Education or social sciences, in particular for quantitative evaluation such as survey questionnaire. Candidate with experience of developing instruments related to measuring the learning outcomes of young people are preferred.
• Experience using data analysis software (STATA, R, SPSS, NVivo, …) .
• Experience conducting or overseeing experimental, quantitative and qualitative research in the field
• Demonstrated skills in strategic and project planning, and strong organizational skills.
• Proven track record in delivering results.
• Excellent communication skills and attention to detail.
• Proficiency in English. Additional language(s) (Arabic, French, Russian, Spanish) is an advantage.
• Ability to handle multiple tasks and to work under pressure; flexibility.
• Understanding and willingness to conduct work and demonstrate behaviors in line with Aflatoun International’s values and policies.
• Proven ability in collaborating closely with multilevel stakeholders; experience in managing projects implemented in consortia will be considered an advantage.
• Previous employment with or knowledge of International Organizations (IOs), NGOs; experience working with IOs/NGOs in a similar position is a plus.
• Familiarity with international donors’ regulations and policies, as well as significant experience interacting with donor agencies is important.
• Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
• Ability to communicate appropriately and effectively cross-culturally is critical.
