BACKGROUND

From October 1, 2019, to August 31, 2022, Miyamoto International has been implementing the Urban Disaster Resilience and Preparedness in Trinidad and Tobago – PREPARE TT. The program is funded by the United States Agency for International Development (USAID) through the Bureau for Humanitarian Assistance (BHA) under the Policy and Planning Sub-Sector; Award No. 720FDA19GR00161.

The goal of PREPARE TT is to provide a clearer picture of the probable impact of an urban earthquake disaster and facilitate advocacy and planning initiatives around strengthening seismic disaster risk reduction and preparedness measures in the Trinidad and Tobago for a reduction of lives lost, fewer persons injured, fewer internally displaced persons and less social and economic disruption. The lead partner for the program is the Office of Disaster Preparedness and Management (ODPM). The University of the West Indies Seismic Research Center (UWI SRC) was the scientific partner.

OBJECTIVE OF THE M&E SPECIALIST

The Monitoring and Evaluation Specialist will lead the design, implementation, and drafting of the final evaluation of the PREPARE TT program; the objectives of which are:

  1. To strengthen risk management, preparedness, and response planning of national and local institutions for improved collaboration following an earthquake.
  2. To strengthen the capacity of national and local institutions in risk management and response for a reduction on lives lost, fewer people injured and less economic disruption in high-risk areas
  3. To facilitate the incorporation of risk management and response best practices, strategies and tools into critical national and local planning processes and strengthen public-private collaboration in their application.

PURPOSE AND METHODOLOGY

The purpose of the final program evaluation is: to assess program performance and achievements against the program objectives and indicators; evaluate program effectiveness; identify unintended outcomes of the program activities (positive and negative); identify and document lessons learned from the various activities and processes undertaken to inform further Trinidad and Tobago DRR policy and planning, as well as provide insights into regional lessons that may be used to scale the program as a model in the Caribbean.

The PREPARE TT final evaluation will seek to address the following core questions as well as other questions within the program M&E plan:

  1. To what extent have the overall program goal and objectives been achieved?
  2. What have been the major challenges in achieving the program goals and objectives?
  3. Which program activities have been most effective in achieving objectives 1-3?
  4. To what extent has national stakeholder engagement determined and helped to develop the outputs and outcomes of the program?
  5. To what extent have the outputs and outcomes included participation and accountability to the affected populations, including considerations for gender, older persons, and persons with disabilities, etc.?
  6. What specific changes (outcomes) – intended and unintended, positive and negative – do the target population and other stakeholders associate with program activities?
  7. To what extent have program activities contributed to sustainable changes or results and what factors contributed to achieving sustainability?

The core evaluation questions will also consider the USAID BHA criteria as prescribed in the following:

A mixed-method approach will be used to evaluate the program. This may include interviews with key stakeholders and/or focus groups (e.g., key informant interviews and the development of group interview protocols) to gather broader information on key areas of evaluation interest. Key document review is also anticipated to be part of the evaluation process.

M&E SPECIALIST RESPONSIBILITIES

  • Lead and finalize the evaluation design with input from the program team
  • Become familiar with documentation about the PREPARE TT program. These documents include PREPARE TT Program award document; program M&E plan; all M&E documents; program output documents; semiannual and residual monthly reports; and any relevant consultants’ contracts and meeting notes
  • Review and assess the existing program deliverables, performance and effectiveness information or data
  • Meet and interview (virtually or in person) PREPARE TT personnel, partners, beneficiaries, and host government counterparts at appropriate levels (when applicable)
  • Draft the PREPARE TT evaluation report
  • Hold a virtual presentation to discuss the summary of findings and conclusions with the PREPARE TT partners and Miyamoto and to draft collaboratively any requested recommendations
  • Take no more than 15 days to respond to and incorporate final draft evaluation report and presentations comments.
  • Complete and submit the final PREPARE TT evaluation report.

DELIVERABLES

The M&E Specialist will deliver:

  • The evaluation design, including evaluation questions and methodology
  • Data collection tools to guide key informant interviews, focus group discussions, surveys, etc.
  • A draft PREPARE TT final evaluation report
  • PowerPoint presentation of key preliminary data and findings
  • A final version of the PREPARE TT final evaluation report with the following sections: Background, Methodology, Key Findings and Analysis, and Conclusions and Recommendations. Data collection tools should be incorporated as annexes to the report.

M&E SPECIALIST EDUCATION AND EXPERIENCE

  1. A graduate degree (PhD, MA, MSc. or similar)
  2. 5-8 years of experience in designing, managing, or evaluating international development programs, preferably with a focus on disaster risk reduction.
  3. Significant experience evaluating donor-funded programs, especially USAID/BHA projects and activities
  4. Practical skills in the use of mixed methods (quantitative and qualitative) for evaluations
  5. Proven experience in analytical and report drafting skills
  6. Fluent in English
