Company Profile SoCha (a portmanteau of Social and Change) is an independent Monitoring, Evaluation and Learning (MEL) firm that provides bespoke solutions to social challenges. We are a US-registered, veteran-owned small business and staff support offices in Nairobi, Bangkok and Mauritius. SoCha currently supports multiple foreign assistance interventions across Asia and Africa.

Background SoCha LLC is preparing a response to provide Third Party Monitoring services to USAID in Myanmar. The purpose is to provide independent, verifiable primary data to USAID’s Bureau for Humanitarian Assistance (BHA) and its partners regarding the outputs, outcomes, progress, quality, challenges, successes and lessons learned from activities funded by BHA in Myanmar.

SoCha is seeking a full-time, qualified individual to fill the role of Monitoring and Evaluation Specialist (SMA). The SMA position will be full-time, based in Yangon or Chiang Mai (still to be determined) and is contingent on funding.

Scope of Work The SMA must provide the overall technical direction to the Contractor’s team on monitoring methodology and data analysis. She or he will be the lead expert in developing and designing performance monitoring system(s) and will manage and coordinate the overall approach to performance monitoring and provide technical assistance in developing Performance Monitoring Plans and Monitoring and Evaluation plans.

Required Skills, Education, and Experience

  • A Bachelor’s degree with 8+ years of experience. Higher level degree with fewer years of experience will be considered.
  • Experience providing technical support to TPM projects, M&E support projects, and/or large-scale evaluations.
  • Experience conducting quantitative and qualitative field research in an overseas environment and/or in conflict zones or complex emergencies.
  • Experience designing and/or facilitating staff trainings and/or experience supporting capacity building projects in a humanitarian, development, or transition context.
  • Experience working in sensitive contexts where an understanding of gender and social inclusion and familiarity with or experience in Protection programming including work responding to gender-based violence.
  • Experience working on programs implemented in Myanmar is highly desirable.
