Functional Responsibilities

Under the overall supervision of the UNOPS/LIFT Fund Director, the direct supervision of the Monitoring and Evaluation Senior Manager and in accordance with UNOPS policies, procedures and practices, the Monitoring and Evaluation Senior Officer will be responsible for:

Provide support in MEAL systems development at Program/Thematic Level

  • Supporting the respective LIFT Programmes in the design and implementation of their MEAL systems at program and project level including the development and adjustment of Theories of Change, Evaluation and Learning Questions, Program MEAL Plans/Measurement Frameworks and Data collection and analysis processes
  • Contribute M&E expertise in the assigned thematic and regional teams for regular coordination across LIFT programmes
  • Assist the international M&E officer in the development and testing of M&E tools, approaches and databases as part of the project and programme MEAL system.
  • Maintaining detailed knowledge of all issues relevant to monitoring and evaluation of the respective projects and programmes

Technical support and capacity building to LIFT Partners in design and implementation of MEAL System

  • Conduct comprehensive and ongoing assessments of LIFT partner’s MEAL systems and identify areas for capacity development with a view to improving overall quality of data reported to LIFT
  • Conduct relevant M&E trainings and related capacity development activities with a view to ensuring LIFT partner MEAL systems are fully operational and in compliance with the LIFT MEAL standards
  • Participating in project field visits to review LIFT partner MEAL systems and conducting data quality reviews
  • Other duties as assigned by the primary and secondary supervisor aimed at building the institutional capacity of CSOs and local organisations on M&E.

Overall responsibility for coordination of program level reviews, evaluation and other studies initiated to contribute towards overall LIFT evidence base

  • Supporting programme and project relevant monitoring and evaluation missions commissioned by the Fund Board or UNOPS.
  • Assisting with the design and management of project reviews and evaluations
  • Take lead in preparing/reviewing key technical documents including terms of reference; data collection tools; draft reports among others.
  • Key point person for consultants that may be hired to provide technical support in design and execution of program based reviews, evaluations or specialized studies.
  • Maintain up-to-date and accurate documentation of key outputs of the reviews, evaluations and studies initiated by the relevant thematic/program area.

Provide support to key LIFT level MEAL processes including household surveys, knowledge management and key learning initiatives

  • Support in conducting the LIFT household surveys and other related studies undertaken with a view to reporting on the LIFT logframe indicators
  • Work closely with designated LIFT MEAL Officers in conducting analysis and aggregation of LIFT household survey data as pertains to the relevant thematic areas.
  • Support Programme Team Leaders in conducting further analysis of LIFT household data for purposes of programming or reporting as may be required by LIFT partners from time to time
  • In collaboration with the LIFT Knowledge Management Unit, contribute to the LIFT knowledge management and learning system.

Contribute towards Program and LIFT level reporting (internal and external) and production of relevant publications

  • Review/clearance of M&E reports from implementing partners focusing on data correctness, quality and analysis
  • Ensuring that projects and programmes collect, maintain updated M&E data and the data is cleaned, analysed and readily available to the programme management and the M&E unit within LIFT FMO.
  • Prepare monthly updates on MEAL activities and key accomplishments for the thematic area
  • Contributing with project and programme related information and data to the review and production of LIFT M&E reports and publications.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Monitoring and Progress Controls

Work objectives will be set in accordance with the relevant programme team work plan and reviewed regularly with the primary and secondary supervisor.

Education/Experience/Language requirements

Education

  • A Master degree in any of the LIFT Thematic fields (Nutrition, Agriculture, Public Health, Agricultural economics) other relevant social sciences, statistics, development studies is required.
  • Additional two years of similar experience with a Bachelor Degree is considered as equivalent.
  • Additional studies in community development, M&E and/or research design and methodologies are desirable.

Work Experience

  • A minimum of two years of professional experience working with any one of the respective programmatic thematic areas and involved in M&E activities and processes with international development programmes is required.
  • Strong quantitative and qualitative data analysis skill is a key requirement.
  • Strong data management skills, including the use and maintenance of databases would be an advantage.
  • Experience and technical background in one of the following thematic areas; nutrition, agriculture, decent work and labour migration and financial inclusion projects/programmes is highly preferred.
  • Previous successful involvement with, and good knowledge of UN, NGOs and civil society would be an advantage.
  • Strong skills in using computer software programmes, including EXCEL, SPSS, STATA, WORD and POWERPOINT is required. Skills in other software programs would be an added advantage.

Language

  • Fluency in both written and spoken English and Myanmar language is required.
