IRC UK

IRC UK was established in London in 1997 to support the organisation’s global activities and particularly to diversify its donor base and be able to better advocate with European policy-makers on behalf of the people we serve. Since its establishment IRC UK has grown rapidly and is now acknowledged for its high-quality project management, technical expertise in governance and rights and economic recovery, and innovative thinking on early recovery and gender-based violence. IRC UK comprises approximately 160 staff. The IRC UK recently launched its first Resettlement Asylum and Integration (RAI) programme in the UK called RISE, working in partnership with local councils, to provide integration support to resettled refugees in Southeast England.**

The Purpose of the Role

The Programme Quality Officer will work with the RAI UK team by strengthening the Monitoring Evaluation and Learning and supporting the various projects such as RISE, including the collection of programme wide statistics to detail the reach and results of RAI UK programmes. The PQ Officer will provide guidance, coordination, and technical support to IRC’s M&E systems throughout UK programmes, ensuring that the programme has the flexibility to respond appropriately to the context while ensuring quality, effectiveness and responsiveness in line with humanitarian standards, as well as compliance with contractual obligations and other internal standards. The PQ Officer will support a robust monitoring system that facilitates both accountability and learning and includes data collection, analysis, learning reflection and timely action-taking.

Key Working Relationships:

The position reports to the Head of UK programmes and works closely with the RAI Europe Measurement Advisor, RISE project manager, the Education Coordinator and Senior Integration Officer. **

KEY ACCOUNTABILITIES

Strategy and Design

  • Support programme staff to craft M&E systems that align with the project, UK, regional and global objectives, are relevant to the context, responsive to assessed needs, are measurable and are in compliance with grant requirements;
  • Ensure systems established meet standards as set out in IRC’s global Measurement Framework and support the implementation of IRC’s Outcomes and Evidence Framework (OEF);
  • Ensure that all relevant collaborators have timely access to appropriate information and evidence;
  • Undertake continuous assessment of M&E requirements, and based on these, work closely with programme leads to facilitate decision-making for real time programme adaptation;
  • In cooperation with the RISE Project Manager and Head of Programmes, ensure that programmes are, supported by M&E plans, systems and processes, consistent with the IRC’s OEF and core indicators and, all together, signal progress towards country strategy implementation.

Monitoring

  • Provide assistance in monitoring programme progress including the design of appropriate data collection tools that can track progress of projects’ progress;
  • Support teams in reviewing M&E tools, as well as in guiding data collection and analysis as required, including training staff in data collection tools;
  • Support teams in design and implementation of surveys, ensuring use of appropriate methodologies, questionnaire design, training of interviewers, data collection, and data analysis;
  • Contribute to donor proposals and reports, through quality analysis and interpretation of data;
  • Provide teams support in the development and analysis of data, including the effective use of data collected in regular data review meetings;
  • Ensure consistency of indicators’ definitions and measurement across all projects as appropriate.

Evaluations, Accountability & Learning

· Support the preparation of terms of reference of external and internal evaluations, case and impact studies in coordination with RAI UK staff.

· Ensure that IRC meets its internal and external accountability commitments through the development and implementation of accountability mechanisms, and including a client feedback and response mechanism utilised by programme teams.

· Promote an environment of best practice and knowledge sharing between programmes including in different offices.

Capacity Strengthening

  • Support the design of projects’ databases, tracking, record keeping and filing methodologies for all activities;
  • Promote and strengthen the understanding of the importance of M&E within the UK team and with partners, as appropriate, including through staff trainings, and the use and /or analysis of M&E systems during programme design and implementation;

PERSON SPECIFICATION

· Relevant training or education in Social Science, Data Science, Economics, Business, Engineering or a related field;

· Experience in developing and implementing M&E Plans, data analysis, mapping project processes and thorough knowledge of M&E principles, methods and approaches;

· Detailed understanding of project cycle management processes;

· Strong measurement, analytical, systematic-thinking, planning and organizational skills;

· Professional MS Office skills and experience in conducting statistical analysis of data, including use of statistical software such as SPSS, or Stata is preferred but not required.

· Experience designing and implementing surveys and developing qualitative and quantitative data collection tools with Kobo, Survey Monkey, Microsoft Forms experience;

· Experience developing logical/results frameworks, indicators, and M&E plans;

· Skills in data/information management and analysis, with experience using databases and software applications;

· Capacity in conducting field-level data collection and data entry;

· Excellent communication skills, both verbal and written, with proficiency in English.

· Capable of applying skills and knowledge in a range of capacities, including direct implementation, remote management, training and the transfer of technical knowledge and skills to others;
