AET is looking for dynamic and competent professionals to be part of the current innovative approaches in the education, protection, and humanitarian sectors. If you feel you can fit the purpose, we are recruiting a Monitoring and Evaluation officer to work with AET/Street Child Somaliland team.

Part 1: Role Purpose:

As the Monitoring and Evaluation Officer, your role is to provide support in monitoring and evaluating the impact of AET/Street Child projects in the Education, Protection, and Humanitarian sectors. Working under the guidance of the Regional Representative, you will report to the Program Manager and assist in planning, coordinating, supervising, monitoring, evaluating, and documenting project activities in accordance with program documents. Your primary objective is to enhance the impact of projects and facilitate positive change within communities in your assigned area.

Part 2: Key Responsibilities:

A. Monitoring and Evaluation

  1. Develop and administer monitoring tools to track program indicators; in line with the program implementation and M&E plans.
  2. Oversee data collection processes and provide technical support to the implementing teams.
  3. Support the development of key project performance indicators and ensure robust collection of data to evidence performance against agreed indicators throughout the duration of the projects
  4. Analyse data and produce reports as required by donors and the management team.
  5. Perform data analysis to produce the required results for different reports.
  6. Conduct routine data quality assessments and verifications to ensure that the data reported is accurate and consistent. Provide overall leadership and technical support for mentoring, monitoring, and documentation of lessons learned, and to support assessments.
  7. Visit program sites to verify that activities are implemented as planned and are high quality, relevant, and safe as per AET’s programming approach and report any concerns to the country representative
  8. Input into the development of theory of change, M&E, and indicator tracking plans for the projects
  9. Continuously identify and document programming issues in project target areas and agree on reporting mechanisms with the program manager, involving community-level initiatives.

B. Reporting

  1. Compile monthly project performance reports for implementing projects.
  2. Maintain and update program databases and online reporting systems.
  3. Work closely with other departments to finalise on project reports.
  4. Produce reports on project impact as per donor requirements

C. Accountability

  1. Ensure the Complaint Feedback Mechanisms are functional and accessible to beneficiaries.
  2. Ensure that the agreed action plans are followed in a timely manner by the program team and that the feedback loop is closed.
  3. Maintain a complaints and feedback database while performing regular analysis of the feedback data.
  4. Assist Programme teams, with successes observed and challenges encountered in the field, lessons learned, and recommendations on best practices to implement in the future in a Monitoring Follow-up report after each monitoring mission
  5. Collaborate with Programme teams at the area level to ensure actions are taken based on MEAL findings and recommendations, and document such actions in a Monitoring, and evaluations

D. Evaluation and Research

  1. Coordinate the implementation of internal evaluations.
  2. Lead the development of evaluation tools that are project-specific.
  3. Supervise data collection on a regular basis.
  4. Conduct relevant research studies for ongoing projects and write research reports on the study.
  5. Compile reports from evaluation studies to support the design and implementation of projects

E. Others

  1. Support partner organisations to strengthen M&E systems.
  2. Support in capacity building of project staff with a focus on monitoring and evaluation
  3. Perform any other duty assigned by the country representative

Part 3: Person Specification

Experience and Knowledge

Essential

  • Bachelor’s degree in a relevant field, such as Statistics, Monitoring and Evaluation , Information Management, Information Technology, Social Sciences, or Economics. Additional training in Data Analysis and Data Management is an added advantage. A postgraduate diploma or Master’s in M&E is preferred.
  • A minimum of four years of practical experience in M&E implementation in a non-governmental organization is an added advantage.
  • Excellent knowledge of digital/ mobile data collection platforms such as; Kobo Collect, ODK.
  • Have knowledge and experience of conducting focus group discussions and interviews.
  • Experience in conducting research, creating evaluation tools, and compiling research reports.
  • Strong familiarity with project M&E frameworks
  • Demonstrable track record in data tracking and Evaluation , with the ability to support staff on M&E methodology and analyse and disseminate information to a range of stakeholder audiences
  • Computer literacy, particularly in word. Excel , and PowerPoint . Knowledge and application of at least one statistical analysis software packages such as STATA, EXCEL, SPSS, R, SAS is added advantage
  • Experience implementing education emergencies programming is required
  • Knowledge of humanitarian industry including do not ham , core humanitarian standard, sphere standard , NGO code of conduct ,PSHEA and child safeguarding policies , and humanitarian charter is required

  • Experience in education transformation and learning approaches
