I. Position Information

Position title: Monitoring and Evaluation Officer Consultant

Position grade: Consultancy

Duty station: Manama, Bahrain

II. Organizational Context and Scope

Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Unit for Protection in Bahrain, and under the project “Strengthening mechanisms to combat human trafficking in the Kingdom of Saudi Arabia Phase II”, the M&E consultant (based in Bahrain, but also supporting the project implementation staff in Kingdom of Saudi Arabia (KSA)) will support the set up and implementation of a monitoring and evaluation framework for programme activities at country level. This will include providing technical assistance to set up a baseline and set of indicators, training in M&E to support the Government Counterparts and Focal Points in their reporting on programme activities in line with the Sustainable Development Goals and National Action Plan to Combat Trafficking in Persons. The monitoring and evaluation consultant will enhance the ability for future concrete planning to tackle Trafficking in Persons, as well as allow for ongoing reflexivity in implementation as issues are identified. The project objective is to support the Government of KSA to strengthen and operationalise its counter trafficking system, building on its global counter trafficking experience, establishing and strengthening government led efforts to combat TiP and establish counter-TiP measures.

III. Responsibilities and Accountabilities

  • Support the integration of robust data collection methods (including through MiMOSA), compliant with data protection principles, to improve evidence based practice related to Trafficking in Persons
  • Produce and provide country specific data and information for internal and external reports (e.g., monthly and quarterly internal reports, annual donor reports, Monitoring and Learning System reporting, and bi-annual Institutional Questionnaire, etc.) and other information requests related to Counter Trafficking in KSA.
  • Ensure compliance with and implementation of the IOM’s Institutional Guidance Note on M&E
  • Support the roll out of the monitoring and evaluation framework for project activities
  • Continuously assess the project capacity for M&E and provide related capacity enhancement training and workshops internally
  • Support PXD unit to link the M&E process with that of capturing and disseminating lessons learned
  • Work closely with the Human Rights Commission in the Kingdom of Saudi Arabia to enhance M&E strategy within the Commission, strengthening tools to establish a tailored M&E framework that includes baselines, milestones and targets
  • Carry out regular monitoring missions to ensure project activities are on track and duly reported
  • In close cooperation with PXD Head of Unit, ensure M&E reporting templates are aligned with and able to feed into knowledge management efforts to capture lessons learnt and good practices
  • Perform such other duties as may be assigned.

V. Education and Experience

  • A Master’s degree in a relevant discipline (e.g. Economics, Urban and Regional Planning, Economic Development, Policy Analysis, and Private Sector Development).
  • A minimum of five (5) years of post-qualification work experience with strategic planning approaches, M&E methods and approaches, planning and implementation of M&E systems, information/data analysis and report writing; International experience as well as experience with an international development organisation or a reputable non-governmental organisation would be a distinct advantage.
  • Previous work experience with migration and development issues a strong advantage.
  • Computer literacy in Microsoft Office (word, excel, outlook) and web-based applications.

VI. Languages

Required: Thorough knowledge of English and Arabic, both spoken and written
