Background and general scope

Estonian Refugee Council’s M&E Officer is responsible for ensuring high-quality programme planning, monitoring and evaluation across the Ukraine country programme by managing and improving relevant M&E systems to keep track and report on programme progress, and to provide technical guidance and analytical support at all stages of implementation. The position is expected to provide high quality technical support during project design and reporting phases, along with taking the lead on all research activities in the Country Office and liaising with HQ technical specialists as needed.

Tasks and responsibilities

  • Support developing M&E plans for projects and programmes in collaboration with proposal writers.
  • Ensure M&E plans are properly implemented in the county office and by implementing partners through consultation, follow-up and training.
  • Collect, clean, analyze, aggregate and visualize M&E data from different projects and programmes, thereby providing input to reporting and communication efforts.
  • Collect and provide relevant evidence for “lessons learned” from projects and programmes to inform further programme development.
  • Regularly collect and analyze complaints and feedback mechanism accountability data to facilitate quality improvements.

Key competencies

  • Higher education degree in a relevant field (e.g. data sciences, economics, statistics, sociology, political science, etc.) and/or previous work experience in the sector.
  • Strong analytical skills, demonstrated experience in data collection, data processing and data analysis tools.
  • Very good computer skills.
  • Well-articulated and fluent in English and in Ukrainian/Russian.
  • Independent, proactive and flexible, solution-oriented and conscientious, with excellent interpersonal skills for working in a multicultural team environment.
