The M&E Specialist will provide technical leadership to develop Hala’s program frameworks, M&E plans, and constituent indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all activities. The M&E Specialist will work closely with the Analytics Team to design, implement and supervise M&E’s activities, ensuring that lessons learned are integrated and implemented to continuously improve quality of interventions and outcomes. The M&E Specialist is responsible for documenting and disseminating successes and challenges to Hala’s C-Suite. The M&E Specialist will also be responsible for designing and conducting operations research.

This position is located in the US, with a yearly gross salary range of $113,000 – $123,000. This position is also open to Europe-based candidates, with a yearly gross salary range of 55.000€ – 65.000€.

We’ll trust you to:

The responsibilities for the position are broadly related to 1) defining impact evaluation methodologies, 2) leveraging internal and external data to track key performance indicators over time, 3) creating reporting products to inform internal and external stakeholders.

Specific responsibilities include:

  • Act as the primary subject matter expert at Hala for M&E. This includes providing leadership direction on M&E to ensure Hala achieves its goals and corresponding objectives and targets.
  • Oversee the creation of M&E plans based on project requirements and in coordination with key stakeholders.
  • Define quantitative and qualitative indicators based on the given set of project activities, outputs, and outcomes for measuring project performance.
  • Act as Hala’s M&E subject matter expert and primary point of contact for in-country evaluations (surveys, focus groups, etc.) done in conjunction with 3rd party M&E organizations. This task will include assisting with evaluation planning to include questionnaire development, sampling strategies, and other related tasks.
  • Support interim and final donor reporting by providing written documentation on M&E activities and indicator results. This will involve writing easy-to-understand descriptions of indicator baseline, target, and realized values; data sources; and assumptions.
  • Oversee the development and implementation of a comprehensive performance monitoring plan). The purpose of this plan is to standardize indicators across products and programs to simplify the process of impact monitoring and reporting.
  • Work with Hala’s data scientists and data engineers to ensure that necessary data for quantitative M&E is being stored in the analytics data warehouse.
  • Work with Hala’s global operations team and local partners to ensure that necessary information to perform qualitative analyses are being recorded on a regular basis.
  • Conduct statistical analyses to answer ad hoc requests for information from local partners and internal stakeholders.
  • Promote and support the dissemination of project information among teams.
  • Coordinate all M&E capacity-building activities with Hala’s internal staff and external stakeholders.

These are the technical skills and qualifications

  • An advanced degree in any field which requires rigorous statistical analysis of empirical data to determine treatment impacts, including: public health, social science, demography, economics, or international development.
  • Minimum five years of work experience in monitoring and evaluating complex, large, multi-year international technology sector development programs.
  • Proven expertise in quantitative and qualitative methodologies, data visualization and reporting, data quality assessments, data analysis, and setting up and managing M&E systems.
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple stakeholders in both the technology and humanitarian sectors.
  • Firm command of the M&E issues with respect to improvements in quality security service and support programs.
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including R or Python and Postgres or another SQL language.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with key stakeholders.
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English
  • Ability to coach, mentor and develop technical capacity of team members
  • Proficiency in word processing and Microsoft Office
