The services are required of an external M&E consultant with specific knowledge, skills and experience relating to Global Citizenship Education (GCE). The body of work covered by this Request for Tender document relates to “Global Village”, the new GCE Primary Strategic Partnership, funded by Irish Aid at the Department of Foreign Affairs. The pilot phase (20 months) of Global Village is led by a consortium of four partners: Trócaire, the Irish National Teachers’ Organisation (INTO), the Irish Primary Principals’ Network (IPPN) and Dublin City University (DCU) and will run until June 2023.

Global Village sets out four programme outputs that are designed to build a cohesive and coordinated approach to GCE across primary education. Each of the four outputs (listed below), and related planned activities, have been carefully designed to ensure that they are focused, yet complementary. Together they contribute to increasing the reach, quality, accessibility and effectiveness of GCE across primary education.

All four proposed programme outputs have been designed with sustainability in mind, ensuring that by the end of the pilot programme, the activities and outputs can inform the roll out and scaling up of the next phase of a GCE primary programme.

A key priority (Output 4) for the pilot phase of this partnership is to develop an effective monitoring and evaluation system to measure increase in learning, accessibility, quality and effectiveness of GCE in primary education.

To achieve this, the consultant will design a M&E system in consultation with the project team, teachers, principals, and other key GCE stakeholders.

The consultant will identify indicators/criteria to measure change and impact on GCE in Primary school settings following teacher/principal engagement with Continuous Professional Development (CPD) activities, workshops, and events.

Building upon these indicators, the consultant will design a M&E framework which will be piloted by the project team and teachers/principals over the academic year. This M&E framework should be developed, taking into consideration tools and approaches that are accessible and user friendly, they must be straightforward and swift to use, and cannot create additional administration requirements for a teacher or a school.

The expected outputs are:

  • A dynamic M&E system which is visually engaging for teachers/principals/GCE stakeholders and encourages tracking of learning and changes in the accessibility, quality, and effectiveness of GCE at Primary level.
  • Creative, smart tools for capturing GCE learnings within the parameters of school settings.
  • Time efficient and readily accessible tools for gathering reflections on learning from CPD participants.
  • A detailed document providing a description of the M&E tools, and guidance on how to implement them in the following settings – class level, whole-school, and Global Village project CPD activities.

Candidates should at least meet following minimum criteria :

  • Strong knowledge and experience of GCE.
  • Experience in designing and developing M&E frameworks and tools to monitor areas relating to GCE, as well as the elements within, including outcomes, performance indicators etc.
  • Familiarity with results-based management, and monitoring, learning and evaluation approaches in the GCE sector.
  • Excellent organisational/administrative skills including proficiency in MS packages e.g. Word, Excel, and in using shared filing systems such as Box, Google drive etc.
