Chemonics seeks a monitoring and evaluation director for USAID’s anticipated “Re-envisioning Excellence and Accessibility in Clinic-based HIV Services” (REACH 95) project. The purpose of this project is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improving equitable access to high-quality HIV service delivery at public health facilities through optimize case-finding, linkage to prevention and care, and support for decentralized treatment services. The program’s three objectives include 1) strengthen the modality mix and implementation of HIV testing services for optimized case-finding and improved linkage to prevention and treatment services in public health facilities, 2) expand quality, person-centered approaches to HIV service delivery and reduce health care provider stigma and discrimination toward PLHIV, and 3) develop health care facility capacity to provide the full range of HIV services at the primary care level.

Responsibilities:

  • Provide leadership and oversight of M&E activities including routine process monitoring, data collection, data analysis, data quality, timeliness, and reporting

  • Provides oversight and support in the areas of performance monitoring and evaluation

  • Ensure the creation and dissemination of program learning through strategic communication

  • Support compliance with any requests related to Data Quality Assessments (DQAs) and developing Performance Indicator Reference Sheets (PIRs)

  • Participate in the facilitation of collection and analysis of both quantitative and qualitative information

  • Provide support to citizen engagement initiatives to gauge public’s perception of services reforms

  • Contribute to the adaptive management of the project through learning bolstered by M&E

  • Organize and conduct M&E planning meetings on a periodic basis

  • Support the process of training and regularly enhancing the knowledge and skillsets of project staff and partners on a range of performance management subjects, M&E and data quality

  • Prepare quarterly M&E performance data reports

  • Approve and validate M&E deliverables

  • Other tasks as required to achieve the activity Objectives and Expected Results

Qualifications:

  • Bachelor’s degree in economics, political science, international development or relevant field. Master’s degree a plus

  • Minimum 8 years of experience conducting monitoring and evaluation of development projects

  • 3-5 years of experience working in a M&E role with USAID or other international development donor preferred

  • Experience providing training to organizations and individuals in monitoring and evaluation techniques and best practices is desirable

  • Familiarity with Ukrainian health sectors agenda

  • Strong and effective verbal and written communication skills

  • Demonstrated outstanding interpersonal and supervisory skills

  • Demonstrated leadership, versatility and integrity

  • Excellent knowledge of written and spoken English including oral presentation skills

  • Fluency in Ukrainian is required
