Emphasis on improving public services using technology and innovations was strengthened when the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) government had to deal with the COVID-19 pandemic along with other transition related concerns. Even prior the pandemic, the Ministry of the Interior and Local Government (MILG) already recognized the challenge of improving public service delivery in BARMM and to respond to substantial gaps in public service delivery at the local level, the MILG forged a partnership with UNDP for the Localizing e-Governance for Accelerated Provision of Services (LeAPS) Program

UNDP is looking for a Monitoring and Evaluation (M&E) Analyst for the LeAPS Program. The M&E Analyst will manage the M&E system and processes within the LeAPS Program. This involves working closely with the LeAPS Program Core Team (UNDP PMO and MILG TWG), UNDP Country Office’s Results and Quality Team (RQT), UNDP Institutions and Partnerships Programme (I&P) Team, and other stakeholders to ensure that the LeAPS Program has achieved its intended objectives and that program results are accurately measured, reported, and used for learning and decision-making.

Overall direction and guidance shall be provided by the UNDP Team Leader for Institutions and Partnerships while day-to-day supervision shall be performed by the LeAPS Program Manager with oversight from the Programme Analyst. The M&E Analyst shall also report to UNDP RBM Analyst for corporate monitoring, reporting, evaluation and learning requirements.

Duties And Responsibilities

Under the overall supervision of the LeAPS Program Manager, and working closely with the rest of the LeAPS Program Management Office (PMO) with oversight from the Institutions and Partnerships Programme Team, the M&E Analyst will:

Develop M&E system and plan to support the effective and efficient implementation and monitoring of the program workplan:

  • Substantially contribute to the development of multi-year and annual work plans with budgets.
  • With the support of the I&P Programme Team, RQT and the LeAPS Program Core Team, review and update as needed the LeAPS Theory of Change (TOC), Results and Resource Framework, M&E plan and Risk Log ensuring alignment with program goals and donor requirements following UNDP policies, guidelines and tools.
  • With the support of UNDP CO- Digital Services Analyst, develop and maintain LeAPS M&E database to record participants from events and provide appropriate reports reflecting LeAPS Program indicators.
  • Develop the M&E system with the support from PMO, setting up standard procedures and processes to ensure credible, reliable, timely and cost-effective monitoring data needed to inform ongoing management decisions, strategic planning, learning, and uphold accountability.
  • Develop monitoring tools and forms and provide technical guidance to the PMO to record the program achievements of the major activities.
  • Set up online archiving of activity deliverables and evidence.

Analysis, coordinate and report to ensure wide dissemination of LeAPS results and findings.

  • In consultation of the Program Manager, collaborate with the I&P Programme Team and prepare corporate and donor requirements for LeAPS ensuring timely and quality submission of reports, ensuring that progress is highlighted, impact documented, gaps identified, and corrective measures recommended.
  • Prepare the Program Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and present the findings to identify follow-on actions for consideration of the Program Board.
  • Develop an M&E database and dashboard that highlight the deliverables against the Output Indicators.
  • Provide support to the Program Team to identify M&E related challenges and develop a methodology to resolve the issues and improve the capacity.
  • Organize follow through M&E sessions for the MILG-BARMM and supporting them on the use of monitoring techniques.
  • Set collaboration and coordination with other UNDP Philippines programs, UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues.
  • Undertake regular field trips to the program sites in collaboration with component leads and provide monitoring reports on progress.

Identify best practices and participation in internal and external meetings.

  • Leading and coordinating program evaluations, including end-of-program evaluations to assess program impact and effectiveness.
  • Liaise closely with the UNDP Communications Team, LeAPS Communications Analyst, and MILG counterparts to plan launches, events and other activities designed to bring attention to the results and findings of the program.
  • Background research on thematic areas related to the LeAPS Program and drafting of relevant program briefs.
  • Contribute to the program’s visibility in UNDP’s social media accounts and website through articles, blogs and other social media content.

Provide additional support to the Program Management Office and the Programme Team upon the request of the LeAPS Program Manager.

  • Act as deputy in the absence of the LeAPS Program Manager and ensure that the program status and deliverables will remain on track.
  • Prepare other program requirements, such as the activity designs, briefing notes, talking points, one-pager, slide decks, among others.
  • Provide technical support in organizing Program Board and LeAPS Program Core Team Meetings and other relevant meetings of the program.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Education

Required Skills and Experience:

  • Advanced university degree (master’s degree or equivalent degree) in Business Development, Public Administration, Finance, Economics, Information Management, or related area is required.
  • A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience

  • Minimum of two (2) years (with master’s degree) or four (4) years (with bachelor’s degree) progressively responsible administrative or program experience at the national or international level is required.
  • Experience in program development and management, monitoring and evaluation; policy and systems reforms; business process; information and knowledge management; and/or implementing a development program related to local e-governance and/or public sector digital transformation.
  • Experience in M&E capacity including preparation of program delivery or progress reports, financial reports, and program monitoring reports, among others.
  • Experience and knowledge on basic information and communications technology (ICT), Microsoft Office (especially Excel), M&E tools (Kobo Toolbox, ODK, Power BI).
  • Experience and knowledge in finance management system used by UNDP would be an asset.
  • Previous working experience in the UN system is an advantage.
  • Program management and/or M&E professional certification or equivalent will be advantageous.
  • Resident of BARMM or Mindanao or willingness to relocate is highly preferred.

Required Languages

  • Fluency in English and Filipino is required.
  • Working knowledge in spoken and written local dialects is advantageous.
