Under the overall lead of the Afghanaid Managing Director and reporting to the Director of Programme Implementation and Quality, the Monitoring & Evaluation Manager will be responsible for the measurement, monitoring and evaluation of all projects and programmes undertaken by Afghanaid including ensuring alignment in projects theory of change, M&E strategy, outcomes, outputs and activities, as well as the relationships of expenditure to value for money. S/he will be responsible for designing the M&E plan and requisite tools and implementation of the plan and for analysis and interpretation of data and timely preparation of high quality reports. S/he will build the capacity of M&E Coordinators and M&E Officers and Programme team members. He or she will ensure that there is consistency in the objectives and success indicators of projects and programmes and timely delivery of relevant reports against outcomes.

Responsibilities:

  1. Strategic Leadership, Planning, Implementation
  • Ensure quality programme implementation to achieve project goals and planned outcomes in compliance with national, organisational and donor regulations.
  • Provide strategic direction and technical support to M&E staff in relation to the strategic outcomes/results of projects.
  • For each active and new project, assist Project Managers to develop output, outcome and results-based monitoring plans linked clearly with donor approved log-frames;
  • Monitor and report on the performance of the programs in the region and suggest measures to improve the monitoring system. Assist the program team in preparing periodic reports on the activities and schedule all project components in a standard reporting format as required by the government and the donors.
  • Implement the organizational monitoring and evaluation strategy, and recommend any possible changes based on lessons learned at the HO and Provincial level.
  • Wherever necessary, provide inputs for revision/modification of log-frame related performance indicators, and review the performance indicators and reports produced by different project and program managers and suggest necessary changes.
  • Set up protocols for sharing monitoring results in appropriate forums – namely, project team, provincial management, Programme Implementation and Quality Unit and the Directorate, and providing management response.
  • Based on project monitoring observations, provide feedback to Implementing Partners and Provincial Offices on the status / performance of projects and share key findings from project monitoring and evaluation reports with the Programme Development and Resource Mobilization (PDRM) Department and assist in improving communication and information sharing between different stakeholders.
  • Assist Project Managers in developing Terms of Reference for annual, mid-term and end term project evaluations
  • Facilitate and join (if required) external supervision and evaluation missions
  • Include key stakeholders in important external evaluations to ensure that evaluators take note of project impact as perceived by stakeholders;
  • Conduct periodic Internal Project Evaluations
  • Collect programme/project case studies and success stories and disseminate them.
  • Conduct development and humanitarian assessments for the Programme Development and Resource Mobilization Department.
  • Develop / review the finalization of quantitative and qualitative data collection tools for baseline surveys, follow-up surveys, and final evaluation of Afghanaid projects.
  • Develop and implement protocols for data entry and data security, including mechanisms for quality control.
  • Conduct regular data verification exercises to ensure overall quality and accuracy of data collected by Implementing Partners and Provincial Offices to ensure that only high quality data/statistics go into planning projects.
  1. Human Resource Management
  • Take the lead in the recruitment of M&E staff with support of the Human Resources department.
  • Ensure all staff have clarity about their roles and responsibilities
  • Provide technical guidance and capacity development to the M&E team; build the capacity of staff through coaching, mentoring and exploring learning opportunities.
  • Design and deliver training programmes on survey research, monitoring and documentation to provincial offices and implementing partners.
  • Support Provincial Offices and Implementing Partners in tracking log-frame indicators, undertaking monitoring, evaluation and learning, analyzing project data and field information, and consolidating information to track and report progress.
  • Determine the need for hiring consultant/s for technical assessments, draft terms of reference and commission consultancies on a needs basis.
  1. Networking, Coordination and Representation
  • Proactively engage with donors, other stakeholders and support networks focused on learning.

  • Promote the rights, equality, role and empowerment of women, both within Afghanaid and externally and support all other staff in doing likewise.

  • Represent Afghanaid in relevant coordination forums.

  • Develop an active network for mutual learning and exchange of experiences with other partners.

  • Share success stories and lessons learnt with external stakeholders such as humanitarian and other clusters, donors and national and provincial governments.

  • Generate and consolidate field visit reports and share critical findings with relevant Project Managers, Provincial Offices and other Afghanaid staff to highlight challenges and learn lessons for the future.

  • Lead compilation, analysis and consolidation of provincial data to produce overall learning that will inform course corrections where necessary.

  1. Reporting and Communications
  • Prepare and submit quarterly and annual Programme reports to the programme director and Board of Trustees
  • Coordinate with PDRM and communicate and provide any required reports and information for fundraising and communication purposes.
  1. Security Management
  • Coordinate all travels to the field with the security team and take responsibility for managing the security and assets during the field visits.

Any other duties as and when assigned by the line manager, MD and/or Directorate.

PERSON SPECIFICATION

Education & Professional Qualification

Master’s degree from a well-recognized University in project management, international development, management science, Monitoring and Evaluation , social science or another relevant area or equivalent professional experience.
