Role and responsibilities

The role of the Monitoring and Evaluation Manager is to lead the strategic direction and quality assurance of monitoring and evaluation in the country office. The M&E Manager should design and implement a strategy, SOPs, and budget for M&E which ensures the CO is meeting and exceeding M&E minimum standards. Plan for and generates the evidence and learning required to feed into programme and strategic decision making

Generic responsibilities

  • Responsible to develop the CO monitoring, evaluation and learning strategy, responding to contextual challenges but also ensuring alignment with the regional strategy and global M&E framework, policy and strategy.
  • Develop and review CO specific M&E SOPs responding to contextual challenges, according to NRC’s M&E minimum standards and support their roll-out in the Area Offices
  • Technical input to programme monitoring and evaluation plans, including methodological guidance and resource planning
  • Ensuring the roll out and use of global and regional M&E developments at the CO level. Also leading new technical developments to respond to M&E needs in the context.
  • Provide technical M&E support, guidelines and capacity building across the CO.
  • Line manage CO M&E staff and capacity building for area office M&E staff
  • Ensuring learning moments are institutionalised in the CO, with systems in place for analysing and using M&E data and supporting programme and CMG to interpret and use learning for strategic and programme decision making. This includes contributing to the development, learning and adaptation of a multi-year programme strategies.
  • Lead the processes and design of country office and programme level monitoring and evaluation systems ensuring the learning is integrated, accurate and relevant.
  • Ensure planning and quality control of all monitoring and evaluation activities throughout the PCM cycle, including technical support for Theory of Change, M&E plans, indicator reference sheets, data quality assessments and evaluation processes.
  • Ensuring systems /processes are in place to ensure high quality reporting in NRC’s Global Output and Outcome Reporting System (GORS).

Specific responsibilities

  • Support HOP in setting up and implementing systems for tracking management responses
  • Contribute to fundraising through ensuring robust TOCs, M&E plans, logframes, M&E activities, budgets and staffing are incorporated into programme and project proposals
  • Refine GORS reporting system, ensuring correct set up of projects and quality, timely reporting.
  • Review M&E SoPs for their compliance with NRC’s minimum M&E standards and support their roll-out is in line with the global M&ER RACI.
  • Provide M&E and program staff with trainings on M&E minimum standards and best practice
  • Provide other guidance on improvements to M&E processes based on identified needs
  • Lead the process of developing the system of monitoring project outcomes and harmonized system of needs assessments.
  • Lead the process of planning and managing external evaluations of NRC SCO programs based on the annual evaluation plan.
  • Coordinate effective functioning of Feedback Handling Mechanism;
  • Contributing to project proposals, various types of donor and institutional reports
  • Supporting program teams with learning reviews and use of evidence, data; Supporting development of CC strategies and MLFAs;

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Core Competency Specialists and PDM to align the Country specific M&E strategies and standards
  • Area Managers, annual planning for M&E resources and capacity development
  • Area Program Managers and CC Coordinators, to ensure capacity building needs are met for M&E
  • Field M&E Teams – technical line management
  • Grant coordinator/manager – ensuring understanding and application of the system
  • Regional and global M&E staff – technical line to them and to feed up learning and challenges to the global team
  • Head of programme, adequate M&E structure and resources

Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Specific skills, knowledge, and experience:

  • 5-7 years of demonstrated management experience in design, implementation, and oversight of monitoring, evaluation, and research for large to mid-scale international projects or programmes
  • Advanced degree in economics, research methods, social sciences or a related field
  • Technical competency and prior experience implementing various programme evaluation methodologies and approaches
  • Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills;
  • Advanced experience in qualitative and quantitative data analysis and tools
  • Fluency in spoken and written English.
  • Experience within supporting M&E for one of NRC’s core competencies is an asset

2. Behavioral competencies

What We Offer

  • Contract period: 12 months renewable (subject to funding and performance)
  • Salary/benefits: According to NRC’s salary scale and terms and conditions
  • Duty station: Damascus, Syria
  • The Job is Grade 9 on NRC Grade Structure
  • Travel: 30% (Areas of operations in Syria)
