Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the head of the Programme Support Unit (PSU), and in close collaboration with the relevant units within the mission and at the Regional Office and Headquarters (HQs), the Monitoring, Evaluation and Learning (MEL) Officer will be responsible for the management and coordination of MEL activities, and the provision of support for the smooth implementation and evaluation of the mission’s projects, as per the mission’s strategic frameworks.

Core Functions / Responsibilities:

  1. Lead the design and implementation of a Monitoring, Evaluation, and Learning (MEL) system applicable across all programmes within the mission, fostering synergies and facilitating knowledge sharing. Ensure the MEL system aligns with IOM’s global and mission strategic frameworks, donor requirements, and international standards.
  2. Assist the Head of Programmes and the project staff in results-based management of projects by providing expert technical inputs, particularly in the areas of planning, monitoring and evaluation of project activities. Ensure compliance with IOM, donor and sector-specific Monitoring and Evaluation (M&E) guidelines.
  3. Provide technical advice and support in the development and implementation of the overall monitoring, evaluation and learning (MEL) plan and support the country team in developing programme and project specific MEL plans. This includes facilitating the establishment and strengthening of systems for strategic planning and performance measurement, including a performance monitoring strategy and a country level MEL plan as well as ensuring gender, disability and Accountability to Affected Populations (AAP) mainstreaming in MEL systems and processes.
  4. Supervise and guide the development of tools and systems to monitor and evaluate the implementation of projects/programmes and/or strategies within the Country Office’s (COs) focusing on activities, results, risks and assumptions.
  5. Maintain a strong understanding of the evolving internal frameworks for M&E, andResults-Based Management (RBM) and ensure compliance with IOM Strategic Plan 2024-2028, Country and Regional Strategies, the IOM Institutional Questionnaire (IQ), the IOM Global M&E Strategy, the Strategic Results Framework, regional M&E planning tools, and Project Information and Management Application (PRIMA).
  6. Support Project/Programme Managers in monitoring progress toward targets and indicators on all results levels and suggest corrective and/or remedial action.
  7. Support the Information Management Officer in expanding the CO’s information management system (IMS).
  8. Produce analytical reports with findings, recommendations and lessons learned covering the scope of the MEL plan, including developing learning products based on the monitoring results.
  9. Develop projects/programmes aligned with the Country Office’s (CO’s) strategy, consolidated appeal, plans, and annual report. This includes working alongside operational and resource management staff to ensure project budgets allocate sufficient resources for M&E activities, encompassing evaluation costs.
  10. Train and provide guidance to M&E and project staff and partners on MEL frameworks developed by the project and broader theory of change approaches and methodologies as part of building and strengthening the country-level MEL system and capacities.
  11. Plan, conduct and manage monthly, quarterly, or annual project/programme/project/strategy reviews, process and operations monitoring, real time, midterm, final evaluations, lessons learned workshops, and other assessments of performance and impact.
  12. Conduct project site visits to provide hands-on training to field staff on data collection,analysis, reporting, documentation, and utilizing the Result Monitoring Framework.
  13. Establish strong coordination channels with IOM Headquarter, Regional Office(s), and Project/Programme Managers to ensure MEL activities are program-relevant, high-quality, and compliant with all applicable standards and donor requirements. Collaborate with the Regional M&E Officer in development and implementation of CO’s Monitoring system(s).
  14. Represent IOM at various country-level M&E forums, including technical working groups. Foster collaboration with UN agencies, donors and other external partners to advance data sharing initiatives through participation in relevant working groups.
  15. Support the CO’s communication strategy through documenting IOM activities such as capturing case studies, life changing stories for donor/UN reports, updating CO’s social media accounts and producing sitreps and newsletters.
  16. In coordination with relevant units, Project/Programme Managers and Focal Points, support the “no harm” principle, supervise, guide and promote the implementation of the Accountability to Affected Persons (AAP) approaches and activities of the Country Office according to the projects/programmes/strategy and in line with IOM’s global standards.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Economics, Demography, International Development/Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
  • An advanced certificate or equivalent in Monitoring and Evaluation, Results-based Management, Statistics or similar specialization would be an advantage.

Experience

  • Proven experience in management, monitoring and evaluation of complex humanitarian, development and/or peacebuilding interventions, including design, planning, management, implementation of evaluations and M&E strategies, and using data and learning to inform programme adaptation and redesign of especially humanitarian and migration-related activities;
  • Experience in project development and capacity-building activities;
  • Experience in budget monitoring, report writing, and liaisoning with project counterparts, governmental authorities, donors, implementing partners, and national/international institutions;
  • Experience working in fast-paced and complex humanitarian contexts an asset;
  • Experience in organizing consultations, workshops and seminars with high level stakeholders;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming and institutional requirements.

Skills

  • Proven writing and research skills;

  • Proven ability to work with counterparts at different levels to advance the organizations’ agenda;
  • Proficiency with data management, analysis platforms and programs such as KoBo Toolbox, PowerBI, SPSS, qualitative programs, etc;
  • Knowledge of MEL processes and systems; and,
  • MS Office is a must and advanced statistical skills an advantage.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
