Background LAW is a unique non-profit network and think tank of lawyers that provides creative legal assistance in 12 countries across the world. LAW’s thematic area of expertise is achieving global gender justice, with a particular focus on the needs of women and children’s victims of sexual and gender-based violence (SGBV). LAW’s approach in achieving global gender justice is to empower national actors to drive the national justice processes towards the institutionalization of gender justice within the national legal and judicial systems. LAW uses advocacy, research, legal empowerment, and litigation in national courts in the advancement of gender justice.

Reports to: Sri Lanka Programme Manager

Duration: From 1 December 2022- 30 November 2023 (renewable subject to funding)

Location: Sri Lanka

Hours: Up to 35 days of work over 12 months – to be agreed with each assignment as required

Functions/Key Deliverables: LAW Sri Lanka is currently seeking nominations for a Monitoring and Evaluation Consultant to provide a series of workshops and information campaigns and training materials aimed at building the knowledge and skills of grassroots women’s organizations and CSOs on MEAL (Monitoring, Evaluation, Accountability and Learning) enabling them to more effectively design and implement projects and measure impact. This requires a full understanding of all funder and grant MEAL requirements, the operating context, challenges and barriers, as well as a full understanding of how MEAL is integrated into the program cycle.

The Monitoring and Evaluation Consultant will work with law in 3 phases:

❖ Pre-training: conduct a needs assessment to tailor make the information campaign, training materials and training sessions specific to the needs of participants, taking account of their knowledge in MEAL ❖ a) The information campaign will include the production of 5 infographics on MEAL covering MEAL standards, processes and systems/tools. The consultant will provide the content for these infographics. b) The training sessions will take place in groups of 12/13 participants and 10 sessions will be held from December 2022- November 2023. The consultant will produce a work plan for this. At the end of each training, the participants will come up with a comprehensive MEAL plan. ❖ A follow-up assessment will define what further activities or assistance are needed in the future.

KEY EXPERIENCE, COMPETENCIES AND QUALIFICATIONS

 Relevant bachelor’s degree required; relevant master’s degree preferred.  6 to 8 years of experience in monitoring and evaluating international donor-funded projects.  Experience in monitoring and evaluations in the humanitarian or development sector, with a record of monitoring projects is preferred.  Excellent analytical, interpersonal and communication skills in English.  Experience working in complex environments and in capacity-building national staff.  Strong organizational skills and ability to meet deadlines.  Experience in monitoring and evaluating grassroots and legal assistance projects is preferred.  Excellent written and oral skills in Sinhala and/or Tamil.  Excellent relationship management skills and experience working with civil society organisations at the grassroot level.
