1.ORGANIZATIONAL CONTEXT AND SCOPE:

For many, labour migration is a strategy to enhance their livelihoods, provide for their families, and escape poverty. An estimated 4 to 5 million migrants are working in Thailand and some reports estimate that migrants currently constitute over 10 per cent of Thailand’s total labour force. Migrants in Thailand mostly origin from Myanmar, Cambodia, and Lao People’s Democratic Republic. While migrant workers play an important role in contributing to the national economic growth of their countries of origin and of Thailand, due to multiple layers of marginalization, they are vulnerable to significant risks during the migration process, and even more so during the outbreak of COVID-19.

In June 2021, a COVID-19 outbreak occurred in Mae Sot in Tak Province, located near the Myanmar-Thailand border, where many Myanmar migrant workers are employed in the garment sector. Between 1 April and 9 July 2021, 1,566 COVID-19 cases were reported in the area, among 600 of them are migrant workers. Due to the outbreak, migrant workers may have also lost their employment. While migrant workers face various challenges due to the pandemic, they lack access to effective remedy or financial support.

To mitigate the challenges faced by migrant workers and ensure their access to basic needs, the International Organization for Migration (IOM), under its Programme Corporate Responsibility in Eliminating Slavery and Trafficking (CREST) provides direct cash assistance to approximately 150 migrant workers in Tak province, between April and November 2022. The cash-assistance is distributed through IOM’s civil society partner World Vision Thailand.

In this light, IOM aims to gather feedback and input from migrant worker beneficiaries who received the cash-assistance, through post distribution monitoring. The feedback of migrant workers will be utilized by IOM to improve future similar distribution efforts among migrant workers.

Against this, IOM is looking for a data enumerator/consultant to undertake a 10-days consultancy to conduct 20-30 minutes during in-person (preferable) or telephone interviews with 57 migrant workers who received IOM’s cash-assistance to gather their feedback.

2. RESPONSIBILITIES AND ACCOUNTABILITIES

Under direct supervision of the Programme Support Officer (CREST) in Bangkok, and the overall supervision of the Business and Human Rights Lead, Labour Mobility and Social Inclusion (LMI) Unit in Bangkok, the successful candidate will contribute to the post distribution monitoring efforts, through interviewing migrant workers and gathering and inserting data. The consultancy will be 10 days, out of a two-months contract in September and October 2022.

The successful candidate will have the following duties and responsibilities:

1. Undergo a 1-hour during training provided by IOM personnel regarding the data collection method.

2. Conduct in-person (preferable) or telephone interviews with migrant workers in Tak province, of whom contact details will be provided (n=57).

3. Insert data collected from migrant workers in a pre-determined online form.

4. Provide updates to IOM, twice a week, regarding the number of migrant workers interviewed and challenges faced during the data collection process.

The data enumerator(s)/consultant is expected to complete all 57 interviews no later than 31 October 2022.

3. REQUIRED QUALIFICATION AND EXPERIENCE

  • At least two years of experience working with migrant workers, conducting interviews, and gathering/inserting data
  • Strong time management skills
  • Ability to work in a multi-cultural environment and respect diversity
  • Team work oriented but with a capacity to work independently
  • Computer literate (fill a survey in Kobo)

Languages:

  • English (Good working knowledge)
  • Myanmar (fluent)
