Monitoring and Evaluation Assistant

Job Purpose

Under the supervision of the IFRC Senior Monitoring and Evaluation officer, the Monitoring and evaluation assistant will support in preparation of data analysis plans for all M&E reports, analysis and reporting of findings and preparation of secondary data reports for the earthquake response (EQ). She/he will support the analysis of card distribution monitoring data and analysis support with preparing brief findings for program learning to inform programme learning. She/he will participate in field visits and in making documenting observations for follow up by the M&E department. She/he will support the Monitoring and Evaluation Delegate and the M&E officers in their regular work. The monitoring and evaluation assistant will also undertake other monitoring activities, as required/needed.

Job Duties and Responsibilities

  • Supporting with tagging of themes and subthemes in literature review and provide secondary level data inputs and preparation of reports.
  • Liaise with the other M&E officers to support study design, data analysis and reporting as needed.
  • Work closely with the field teams on M&E related activities and tools development and support them preparation of data collection tools.
  • Participate in field activities as an observer to contribute to the collaboration of the field and the M&E teams to develop more effective solution providing mechanisms.
  • Work with M&E officers in preparation of relevant research and systematic monitoring and evaluation of the EQ programme.
  • Contribute to the primary data management, description, exploration, analysis and interpretation stages of the qualitative and quantitative data that is collected within the context of the EQ Programme for both internal and external reporting purposes, as needed.
  • Work as the Secondary Data Analysis for the M&E and Reporting Team; utilize DEEP for data management and analysis and the Platform for literature review and a project-based database for humanitarian data
  • Regularly prepare and present thematic information sessions for the EQ programmatic teams by utilizing various SDR research findings that are collected and analysed by using the DEEP Platform.
  • Support the M&E officer in development of the design of the questionnaires for Focus group discussions and interviews and conduct qualitative analysis using relevant tool.
  • Conduct quantitive data analysis using relevant tools such as Python, R, Stata or Excel.

Education

Preferred:

  • Graduate degree in social science, economics, statistics, data science, humanitarian studies or other relevant areas
  • Post-graduate qualification in a related subject

Experience

Required:

  • Experience in the design and application of social science research methods, covering qualitative methods; and experience in statistical analysis
  • Experience in leading surveys and assessments, including the design, data collection and analysis
  • Experience in participating in the design and implementation of programmes focusing on cash transfer programming, social safety nets, and/or basic needs

Preferred:

  • Experience working for the RCRC Movement
  • Experience working for the RCRC Movement

Knowledge, Skills and Languages

Required:

  • Ability to apply advanced analytical knowledge to support the design and implementation of capacity and vulnerability analysis activities
  • Knowledge design of either SPSS, R, Stata or SPSS etc
  • Knowledge on surveys methodologies, quantitative and qualitative data analysis techniques and tools
  • Good understanding of the humanitarian and political context in Turkey, and of the context and conditions of vulnerable groups
  • Must be comfortable using Microsoft Word, Excel, and PowerPoint and conducting desk research
  • Skills in supporting organizational learning, accountability and performance
  • Excellent relationship building and interpersonal skill, particularly in diverse cultural contexts
  • Report writing and presentation skills
  • Fluently spoken and written English

Preferred:

  • Familiarity with monitoring and evaluation tools and principles, including experience with logical frameworks
  • Good command of another IFRC official language (French, Spanish or Arabic)
