International IDEA is managing a 18 months EU funded programme to support to the Democratic transition in Chad, and to contribute to SDG 16 to promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.

The programme seeks to support the democratic transition by supporting the establishment of mechanisms for an inclusive dialogue and consensus building on the transition process; strengthen stakeholders’ capacity for constitution building; enhance stakeholders’ capacity for electoral reform that will facilitate credible electoral processes; and strengthen citizens awareness on the transitional process and broader democratic governance practices. It is anticipated that Chad’s transition period and processes will provide an opportunity for Chad’s transition to democracy.

Based in Ndjamena, Chad, International IDEA seeks to appoint:

MONITORING AND EVALUATION ASSISTANT

The M&E Assistant will support the annual planning and M&E process. The incumbent must be analytical, with a desire for developing tools and systems suitable for project monitoring and reporting. He/she must have excellent ICT skills in order to manage excel databases and produce tables and graphs suitable for external audiences.

Key responsibilities for this position include:

· Supports the annual planning process by updating planning templates and collecting and aggregating data for the project;

· Supports the project’s periodic reporting as required, including quarterly, semi-annually and annual processes, using agreed on reporting templates and by collecting, aggregating and analyzing output and outcome data;

· Supports the process of integrating planning and reporting processes in International IDEA’s ERP system.

· Supports the Monitoring and Evaluation Officer to develop the processes for annual planning and learning-based management.

· Supports the Monitoring and Evaluation Officer in identifying and documenting lessons learned from project implementation for wider sharing;

· Supports the development and maintenance of a project database for easy storage and retrieval of project information

The Monitoring and Evaluation Assistant must possess and be able to demonstrate:

· Graduate level diploma/degree in relevant field, preferably related to monitoring and evaluation, project management, IT or statistics;

· Minimum of two (2) years previous experience with exposure to monitoring and reporting ideally for donor audiences;

· Experience of working in an international context, e.g., in an intergovernmental organization, considered an advantage;

· Integrates the results-based approach into his/her activities;

· Detail oriented and analytical; A positive communicator with the ability to simplify complex data;

· Understands how the assigned duties relate to others in the team and how the team integrates with others throughout the organization;

· Illustrates integrity, a collaborative spirit, a sense of achievement, and an understanding of risk management.

· Experience in using Excel, Word doc., Power Point and internet-based survey platforms

· Fluency in written and oral in French. Good knowledge of English; Knowledge of Arabic considered an asset.
