Monitoring and Evaluation
- Design, develop and roll out a M&E strategy for the projects in close consultation with the implementing partners, and in accordance with donors and UNOPS guidelines;
- Formulate a results and logical framework for the Programme in consultation with donors and relevant partners
- Develop and maintain a system that collates information on all projects to create the relevant M&E frameworks for the different projects and programmes in PNG.
- Analysing and drawing conclusions from qualitative and/or quantitative data to inform the M&E Strategy and frameworks for all programmes and projects.
- Provide oversight on M&E and performance issues to implementing partners collaborating with UNOPS
- Lead site visits for Monitoring and Evaluation in accordance with the M&E plan
- Manage the relations to ensure that implementing partners fulfil their M&E obligations, including enabling the participation of beneficiaries, and that recording and reporting systems are harmonised both among implementing partners and with national systems where possible;
Reporting:
- Agree the reporting cycle and reporting requirements with donors and each implementing partner;
- Responsible for standard monitoring, evaluation and reporting formats for projects based on the logical framework and reporting requirements;
- Contribute and advise the preparation of quarterly, semi-annual and annual progress reports to the donors and other partners.
- Contribute and provide advice on the Mid Term Review, End Project Reviews and Annual Reviews and related reporting requirements; and
Communication:
- Contribute to an inclusive culture within the UNOPS team to enable all identified stakeholders to share an understanding of the M&E framework and mechanisms that enable a valid and relevant M&E approach to achieving programme/project outcomes and impact.
- Collaborate with the UNOPS Comms team in the elaboration of the UNOPS PNG Communication and Visibility strategy and implementation plan that is in line with donors and UNOPS guidelines;
- Responsible for all communication material, press and digital, making sure these include verified data prior to publication.
- Ensure key messaging of UNOPS PNG activities appeal to the diversity of audiences involved in UNOPS PNG portfolio of work and the platforms by which these messages are delivered are contemporary, innovative, creative, reliable and relevant.
Knowledge Management:
- Provide technical guidance and ensure all stakeholders feel ownership of the context for the implementation of the M&E plan, through collaboration, training and other on-site support;
- Develop processes for knowledge management within the projects including recording of lessons learnt and standard methodologies;
- Establish mechanisms to use project knowledge and experience, including feeding into:
a) donors and partner government programme/project cycles;
b) programming by other donors in the sector, and
c) policy dialogue with government
- Based on the monitoring and evaluation data, support the project in developing performance improvement plans; and
- Build capacities of implementing partners in M&E through workshops based as needed.
- Perform other duties as may be assigned by the Project Manager/Country Manager to support the implementation and oversight of the projects and strategic development of UNOPS value contribution..
Networking/maintaining relationship:
- Take part in meetings and/or workshops with government, communities and private sector partners to ensure improved coordination in monitoring and evaluation of the programme/project.
- implement proactive and responsive Knowledge management strategies to ensure project impact for the benefit of the people of PNG
- Lead the documentation and effective dissemination of challenges, lessons learnt and recommendations for future learning and development of UNOPS MCO/CO and development partners.
Education/Experience/Language requirements:
Education
- Advanced university degree (Master’s degree or equivalent) preferably in International Development, Social Science, or other related field is required.
- A first-level university degree (Bachelor’s degree or equivalent) in combination with an additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree.
Experience
- Seven (7) years of relevant experience with a Master’s degree (or 9 years’ of relevant experience with a Bachelor’s degree) in the design, development and/or implementation of monitoring and evaluation systems, preferably relevant to programmes/projects in humanitarian or development contexts is required.
- Experience in climate change, health, critical infrastructure programmes is a distinct advantage.
- Successful development and implementation of an M&E system at programme/project level are required.
- Experience of implementing donor funded programmes/projects in collaboration with Government ministries and development partners is required.
- Experience in knowledge management related to programmes/projects is required.
- Experience working in the Pacific Region is an advantage.
Language
- Fluency and proficiency in English is required.
- Proficiency in another UN language is desirable.
