ABOUT THE MISSION

Since the beginning of the conflict in Ukraine, over 714,600 people, mostly women and children, fleeing the war have entered into Moldova. Most of them transit through Moldova to continue their journey to Romania and other destinations or to return to Ukraine. It is estimated end of November 2022 that more than 98,000 Ukrainians are present in Moldova; 67% are female, 39% are children under the age of 18.

SI is registered and operational in Moldova since March 2022 and started humanitarian interventions in the sector of Water Hygiene and Sanitation (WASH) and Food Security and Livelihood (FSL). Emergency projects are still ongoing in Moldova through the provision of daily hot meals in RACs (Refugee Accommodation Centres), CASH assistance targeting Moldova families hosting Ukrainian refugees and WASH services (Palanca and Otaci bus stations, border crossing points and RACs).

Solidarites International within the frame of SYNERGIES Consortium (HI, MdM and SI) is funded by the Agence Francaise de Developpement (AFD) and Fondation de France (FdF) to implement a 18 months project to strengthening social cohesion and resilience of Moldovan society to the challenges of hosting Ukrainian refugees. In terms of strategy SI wishes to maintain an operational presence in Moldova through relevant long-term projects to absorb possible shocks related to the ongoing conflict in Ukraine.

ABOUT THE JOB

  • General objectives

The program manager is responsible for the implementation and achievement of the objectives defined in the operation.

He/she is responsible for the supervision of the operational teams assigned to his/her program.

He/she is responsible of the proper execution and quality of the program implemented, and if necessary, proposes adjustments or developments to ensure its relevance.

Main tasks

  • Relevance, quality and design of projects to be implemented
  • Write the annexes and technical chapters (including logical framework) of the operation proposals
  • compliance with established norms and standards
  • Implementation and operational monitoring
  • planning and monitoring timeline
  • Capitalization
  • Human Resources Management
  • Reporting / communication / representation

YOUR PROFILE

Education:

  • Civil Engineering, WASH sector

Experience:

  • At least 2 years of experience as WASH PM or similar position for an international NGO
  • Previous experience with SI would be likeable
  • including WASH technical response in emergency urban context
  • Experience of team management

Technical skills and knowledge:

  • Training and capacity building skills
  • Coordination, and diplomatic skills
  • MS office

Languages: English, knowledge of Romanian / Russian an asset

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

Taking into account that the main activities will be linked to the distribution of NFI and provision of safe water, technical knowledges on WASH are not a pre-condition; Distrib profile would be more relevant

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 1 800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.
SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 700 euros allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, one additional rest day per month worked are granted.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are r efunded.
