Terms of Reference for a Consultant/Consultant Team to Mobilize Recruiters in Thailand, Myanmar and Cambodia to Enroll in the FAIR Fish Responsible Recruitment Online Course

I. Introduction

The Fostering Accountability in Recruitment for Fishery Workers Project (FAIR Fish) is an effort to reduce forced labor and human trafficking in the seafood-processing sectors of Thailand. The project is supported by the Office of Child Labor, Forced Labor and Human Trafficking (OCFT) at the Bureau of International Labor Affairs (ILAB), United States Department of Labor (USDOL). The FAIR Fish project is led by Plan International, a NGO with expertise in addressing forced labor (FL), human trafficking (HT) and child labor (CL) among fisherfolks and seafood processors in Thailand, Cambodia, Indonesia and the Philippines. Project implementation started in January 2019 and will end in December 2022 with possible extension.

II. Background

The FAIR Fish Project has developed a responsible recruitment process for small and medium-sized seafood processing companies through consultation with two pilot companies and four recruitment agencies. The model for the responsible recruitment process in the FAIR Fish Project draws upon a supply chain approach in which pilot companies are expected to cascade their responsible recruitment and employment policies down their recruitment supply chain to recruitment agencies that supply migrant workers to them.

Based on the responsible recruitment model, the project has been developing an online course about responsible recruitment in Burmese, English, Khmer and Thai. The online course has been designed for labor recruiters in Thailand, Cambodia and Myanmar. At the same time, the course will benefit employers and human resource staff in seafood processing companies.

The online course is expected to be completed, and ready for the first cohort’s enrollment in July 2022. While working through the online course, trainees will be supported by moderators that are native speakers of Thai, Burmese and Khmer.

III. Objective of the TOR

The FAIR Fish Project is looking for well-connected consultants or teams of consultants to meet with local recruitment agencies and labor brokers in three target countries, which are Thailand, Myanmar and Cambodia, or at least one of those countries; introduce the online course to them; and invite them to enrol in the online course.

The FAIR Fish Project expects 57 trainees to enrol in a trial cohort, and 216 additional trainees to enrol in two training cohorts. Target trainees are recruiters who are recruiting workers from Thailand, Myanmar and Cambodia for work in the Thai seafood processing industry, as well as human resource staff of companies and employers in the Thai seafood processing industry.

IV. Tasks

The consultant or consultant team is expected to:

  1. Hold virtual meetings to introduce the online FAIR Fish responsible recruitment course to the management of recruitment agencies in Thailand, Myanmar and Cambodia as well as seafood processing companies in Thailand with the intent to identify potential trainees.
  2. Nominate at least 57 potential trainees, drawn from a pool of recruiting agencies or individual recruiters who recruit migrant workers to work in Thailand’s fish processing industry. This first batch of trainees are expected to complete the online course as a trial cohort and will have the opportunity to provide overall course feedback to the FAIR Fish project team before it is introduced to the next two training cohorts (Part 3) Of the 57 trainees, 19 should come from Thailand, 19 from Myanmar, and 19 from Cambodia. The trainees should be ready to enroll in the online responsible recruitment course in July 2022 (to be confirmed). Consultant applicants who apply to invite trainees from only one or two target countries are expected to invite at least 19 trainees per country.
  3. After the trial cohort has completed the online course and provided feedback, nominate at least 216 potential trainees whose job is the recruitment of migrant workers to enroll in two more training cohorts. Of the 216 trainees 72 should come from Thailand, 72 from Myanmar, and 72 from Cambodia. The trainees should be ready to enroll in the online course in October and November 2022 (to be confirmed). Consultant applicants who apply to invite trainees from only one or two target countries are expected to invite at least 72 trainees per country. An extension to mobilize additional trainees to enroll in the online course is possible.

V. Timeline

Activities under this TOR are expected to start in June 2022 and to be completed by November 2022, with the possibility of an extension.

The estimated total level of effort for this assignment is 53 days or 397.5 hours.

VI. Deliverables/Outputs

The consultant can work remotely with regular consultations with the FAIR Fish Project team through Skype or other communication channels, and the consultant will be expected to submit deliverables and take action as stated below:

VII. Payment

The payment is based on deliverable submission by consultants, and deliverable acceptance by Plan International. Payments will be scheduled in three instalments (negotiable). All payment is subject to withholding taxes as required by Thai law (e.g., 3% income tax for Thai individuals and registered organizations).

VIII. Qualifications

Ideally candidates should be able to demonstrate:

  • Strong connections with local recruitment agencies and labor brokers in Thailand, Myanmar and/or Cambodia.
  • Familiarity with cross-border recruitment processes between Myanmar and Thailand and between Cambodia and Thailand.
  • Familiarity with Thai employers in the seafood processing industry.
  • Proficient in English verbal communication and report writing.
  • Excellent interpersonal communication skills and the ability to demonstrate respect for people with diverse ethnicities, different socio-economic backgrounds and beliefs.
