GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s sections, associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Medical Department and Projects & IT.

GENERAL OBJECTIVE

Build and disseminate the Organization Design knowledge along MSF key actors with special focus in managerial and coordination teams, cell members and advisors in all the departments:

  • Contribute to the best operational Team Performance through the design of functional teams.
  • Promote the use of a common language in OCBA related to organizational design.
  • Act as a referent in organization design when the field teams require technical/specialised guidance and support.

PLACEMENT WITHIN THE ORGANISATION

The MST Organizational Design Referent is part of the Human Resources Management Unit and will work close to the Cell HR Advisors (REHUCO) and the Human Resources Coordinators (HRCo) and Mission Coordination Team (MCT) members in the field, and with a strong relation with the Recruitment and Pool Management Team.

During the different field assignments, the person in this position will work together with the HRCo and rest of MCT, and under the Head of Mission hierarchy.

MAIN FUNCTIONS, RESPONSIBILITIES AND TASKS

  • Revise and compile the existing knowledge of organizational design in MSF: IRFFG common language, Org. Design guideline (OCBA doc.) and assess the level of knowledge of each department.
  • Elaborate a proposal of basic institutional knowledge on Organizational Design for all staff above an activity manager level of responsibility.
  • Develop the contents of this proposal in a pedagogic and easy to use format.
  • This proposal must be accompanied by a supportive narrative document to be used as a reference source.
  • Organize all documentation and make it available in the HR Kit.
  • Designs and maintains the rules for the organizational structure creation.
  • Upon the request plan an agenda of field visits to disseminate the organization design knowledge in the coordination and managerial field teams.
  • Upon request of the mission or dept. conducts regular audits of the organizational structure and recommends changes to make the organization design optimal.
  • Define a specific action plan to prepare the pool of HRCo in the acquisition of essential Organizational design knowledge so they can be the first reference person in the field to provide functional support to the teams (Coordinators and managers).
  • Organize and deliver learning solutions on organizational design addressed to cell members and the rest of departments working on field support. With an open approach to all, this has to target specifically Operations, Medical and Logistic departments.
  • As part of the HRM Unit, disseminate the knowledge, tools and methodology on organization design to the HRM team.
  • Designs and maintains the rules for the span of control of separate set of contexts of operation.

SELECTION CRITERIA

  • Proven specific education related to Organization Design and Team Performance.
  • Desirable relevant experience (3 years) working in the humanitarian sector in tasks related to organization design.
  • Experience as project manager.
  • Languages: Fluent in English, French, and ideally Spanish or Arabic.

CONDITIONS

  • Home based with frequent field visits (minimum 50% of the time).
  • Contract duration: permanent contract – minimum commitment of 3 years.
  • Full-time work.
  • Annually gross salary: IRP2 level 5 (divided in 12 monthly payments) + secondary benefits based on MSF-OCBA Reward Policy. Subjected to local conditions.
  • Starting date: immediately.
