This position is being focused on undertaking necessary case investigations and taking the lead and engaging with the different missions in ensuring that Case Management standards are implemented in the field and key staff / managers who would take on case management duties are sufficiently resourced and trained to undertake investigations.
SUPERVISION & REPORTING LINES:
The Behaviour Investigation Officers will be under the supervision and accountable to the ethics and behaviour lead.
GENERAL OBJECTIVES OF THE POSITION
- She/he will be supporting the field investigation / case management on abuse conducted by the mission,
- She/he will be in charge of ensuring a proper documentation management, following the principles of confidentiality and data protection
- She/he will conduct investigations and initiates special studies; prepares and/or reviews reports.
- She/he will be in charge of supporting the hierarchical line when conducting administrative investigations on allegations of misbehaviours.
- She/he will be in charge of ensuring a proper documentation management, following the principles of confidentiality and data protection.
- The scope of this position are MSF-OCBA missions where African missions are the priority
MAIN FUNCTIONS AND RESPONSIBILITY
1) Lead investigations into allegations of abuse
- Undertake and Supervise investigations with the project teams (interviews, information collection, assessment of evidence, establish the qualification and present the case findings to the investigation manager and the behaviour lead, and the DMA with necessary recommendations
- Supervises field investigations on abuse Behaviour
- Update regularly investigation plans and logbooks
- Manage all Information about cases: archive all documentation/evidences, prepare minutes,
- Coordinate interviews and meetings with the behaviour comite, draft the final report etc..
- Draft final investigation report including facts findings and recommendations
2) Reporting and Information management
- In charge of guaranteeing the quality and respect of the procedures and standards of case management, specific focus on confidentiality and data protection.
- Management of behaviour logbook data base
- Proposes action plan on the basis of data statistics.
CANDIDATE PROFILE
- Academic Background: Bachelor level degree or equivalent thinking level in a field relevant to this profile (e.g. law, social or organizational sciences, gender, discrimination, whistleblowing, etc.)
- At least 5 years of experience in the area of safeguarding and GBV areas
- Hands on experience in the area of GBV / safeguarding
- Commitment to MSF Values, vision and mission and to promoting the rights and well-being of vulnerable community and patient MSF is caring about,
- Fluency in English and French Arabic & Spanish desirable. Other languages are an asset
- Proven track record in leading and conducting workplace administrative investigations in the Humanitarian sector
- Strong analytical and advisory skills and the ability to translate complex analysis into concise, clear, and actionable conclusions and recommendations
- Experience advising on risks and risk mitigation regarding investigations into allegations of abuse
- Ability to develop case strategies, conduct investigative interviews and deliver investigation reports of high quality and within short deadlines
- Excellent listening and organizational skills.
- Excellent verbal communication skills, including the ability to deliver trainings
- Good team-player, flexible, ability to work independently, ability to manage conflict
- Ability to deal with multi task in timely manner
- Ability to handle highly sensitive situations and confidential information diplomatically and discreetly
CONDITIONS
- Home based, with frequent field visits (more than 50% of the time)
- Full time job
- Duration: 12 months
- Annual Gross salary: L5 – IRP2 + secondary benefits based on MSF OCBA Reward Policy.
