The MSF movement is built around 5 operational centers supported by 24 sections and offices worldwide. The French section is present in about thirty countries.

GIS at MSF has been developed as a service to MSF operations since 2013 and is, since January 2021 an Intersectional Centre of Expertise & Services serving the full Movement. GIS core mission is to support informed decision making through better spatial comprehension, enhancing the focus of health services around patients, and increasing the impact and efficiency of MSF’s regular and emergency interventions. GIS service team aims to provide an intersectional operational support system, thanks to a framework of dedicated tools and services, that is reliable, agile, adapted to emergency contexts and needs, timely, and efficient.

The GIS centre is organized as a coordinated network, composed of GIS specialists dedicated to successfully providing MSF with GIS products & services. The GIS Centre works with a specific set of actors grouped around a common objective but who are of varying statutory natures (internal vs. external MSF, NGO, academic, industrial, vendors, etc.), and who’s physical locations are spread over several countries.

As part of a new opening of post MSF recruits a Mobile Implementing Officer (MiO) GIS for Security (H/F).

Each operational Centre has a dedicated GIS Advisor (acting as GIS focal point for the OC) whom are member of the GIS Centre A Mobile Implementing Officer (MiO) position will complement the GIS advisor for OCP.

Mission:

  • As the MIO GIS , you are the first point of contact for end-users for the the GeoApp: Security Context App – With MSF data (logbook) and the other security products in reinforcement of the GIS advisors.
  • You accompany the end-users throughout their requests, from first contact and needs expression, being responsible for gathering and analyzing requirements, to communication and training support during deployments including cultural adaptations to integrate the tools into the good functioning of the mission.
  • You define the best suitable solution within the GIS for security portfolio or gathers requirements for new potential products and services, growing the GIS portfolio of solution. For standard products you proceed with implementation.
  • The MiO GIS for Security will interact extensively with heads of missions, project coordinators, and other staff implicated in the analysis of the security context of a mission.
  • The MiO GIS for Security will work closely with the GIS Advisor and the Security Focal Point (SFP) to define needs for support, effectuate support and implementation missions, and to contribute to the long-term reflection on new GIS products and services to improve each project’s security analysis and follow-up of the contexts where MSF works.

You travel to projects in order to 1) contribute to identifying needs, gathering requirements, facilitate production of the tool and the training of users in the field for security products 2) support the teams in identifying other potential GIS needs they might express and liaise with the GIS Advisor. Between two missions, you work on side tasks assists the GIS Advisor in her functions and / or on specific files (workshops, webinars, trainings etc.).

Main Interlocutors:

You will work under the supervision of the GIS Advisor with strong link with the SFP. You will be part of the GIS Centre and the Logistics Department, attached to the Operational Logistics Department.

Privileged interlocutors: SFP, field users, HoMs, PCs, LogCos, LogCell and Cell Managers + GIS centre team (Head of Products, Head of Service, data manager, GeoApps Product Owner, mapping team, Business Analyst and LnD team.)

In the field, you respond functionally to the GIS Advisor and hierarchically to the Country Logistics Coordinator.

Main responsibilities:

Carry out field visits organized around the following main reasons:

  • Responding to support requests from the field and/or cells.
  • Training of end users for dedicated tool.

Prepare the visit in collaboration with the SFP, the GIS Advisor, field/cell key people, GIS Centre technical team.

During the visits the MiO’s responsibilities will be to:

  • contribute to identifying needs for security products with a special focus on the Security Context App
  • gather requirements
  • realize e/o facilitate production (according to the level of complexity and the level of standardization of the product)
  • perform a verification of the data and clean it if necessary
  • ensure an adapted organization around the tool
  • organize training (group and individual)
  • implement and manage the support path of the Focal Point person designated by the mission for the tool
  • verify the proper understanding and use of the tool by users
  • support the team with the identification of other side GIS needs they might have e/o liaise with the GIS Advisor for the fulfillment of those
  • write a visit report
  • report to the HQ the requests of the users and the anomalies encountered

Contribute to the long-term reflection on new GIS and security products and services and dedicated OC GIS and Security Strategy.

Contribute to training:

  • Contribute to the organization of distance learning sessions using different approaches (workshops, webinars, etc.).
  • Propose improvements based on user feedback from field visits.
  • Participate in trainings as a facilitator.

Ensure the backup of the GIS Advisor in case of absence:

  • GIS centre – OC link
  • Briefings and debriefings

Follow substantive files between two field missions:

  • Project(s) related to training; Project(s) relating to the tools.

Profile :

Education:

  • University degree in social sciences (i.e. geography, etc.) or in engineering.
  • Post-graduate degree or vocational training in GIS or mapping related domains is mandatory.

Experience:

  • Minimum 3 years of experience in GIS domain
  • NGO field experience is mandatory, MSF field experience is an asset.
  • High security context experience is an asset.
  • Experience in training and change management is a plus.

Languages: B2 in English and French (oral and written) is compulsory. Arabic is an asset.

Skills/ Technical competencies:

  • Mastering ArcGIS software.
  • Good knowledge of QGIS.
  • Excellent written and oral communication skills.
  • Coordination, and information management skills.
  • Providing technical support and advice.

Status and conditions:

12-month full-time MIO contract. Field post. Salary based on the MSF grid and previous experiences relevant to the position. Support for accommodation, travel and perdiem during visits and stays at the headquarters.

Place of work : 70% of the time on MSF’s field of intervention, 30% in any MSF-F hub with travel to Paris
