GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics & Supply Department.

CONTEXT AND GENERAL OBJECTIVE OF THE POST

The MIO Construction and Shelter will act as the focal point in the mission(s) for the roll out and/or strengthening of Construction and Rehabilitation Procedures, ensuring customisation to each relevant context and/or users and making sure that users are well equipped to guarantee its optimal use and maintenance.

RESPONSIBILITIES AND MAIN TASKS

  • Oversee/carry out the implementation of the Construction and Rehabilitation Procedures, in accordance with the specifications set by the hierarchical and functional managers in the ToR for each visit.
  • Ensure that clear Terms of Reference (e.g. objectives, duration of deployment and subsequent paid rest, expected results, functional reporting lines during visit, etc.) are well defined, known and agreed by the relevant stakeholders before deployment.
  • Together with the hierarchical manager (or delegated person in the HQ Department) and the relevant Coordinator(s) in the Mission(s), plan the deployments well in advance and inform the relevant units in HQ/Field to anticipate administrative and medical requirements related to the deployment (e.g. vaccination, visa, flight tickets, etc.).
  • Support the Construction Manager on the planning of initial phases of construction, feasibility studies and assessment.
  • Survey the current conditions of our facilities to upgrade our infrastructure and make it accessible and inclusive.
  • Plan the activities and resources needed to make our facilities accessible and inclusive.
  • Assessing and validating local suppliers and local (sub-) contractors for quality of materials, systems, installations, parts, etc. to ensure compliance with MSF quality standards.
  • Assess if the MSF standards, in term of infrastructure, are on place. Generate a plan to meet these standards, in case the project doesn’t reach them.
  • Deliver trainings ad-hoc according with the specific needs of the mission.
  • Support the missions with change management and new work organisation to guarantee sustainability of the new way of working, during construction projects.
  • In between field visits, provide punctual support related to her/his area of expertise as requested by the Hierarchical Manager and in coordination with the correspondent Functional Manager(s).

Specific activities/tasks/responsibilities

  • Promotion and Implementation of the OCBA Construction and Rehabilitation Procedures.
  • Promotion and Feasibility study on the Implementation of our Accessibility and Inclusion guidelines.
  • Promotion of Sustainability procedures within Construction process.
  • Prepare a Maintenance plan or recommendations.
  • Up to date Health Facilities and/or Master Plan.
  • Audit and recommendation to missions.
  • Training and coaching.
  • Validation of products and local suppliers and contractors.

SELECTION CRITERIA

  • Degree in Civil Engineering, Architectural degree or similar.
  • Min. 1-2 years’ experience in low resource settings as a Construction Manager or similar.
  • Experience and interest in the Sahel region and in humanitarian related matters.
  • Previous experience in overseas work.
  • Experience working with MSF is an asset.
  • Experience providing training to adult learners.
  • Knowledge of English and French is required.
  • Knowledge of AutoCAD software, Microsoft package and project management is required.
  • Candidates from the Global South will be prioritized.

CONDITIONS

  • Homebased with frequent field visits (up to 60% of the time).
  • Contract duration: Up to end of 2023 with possible extension. Type of contract according to the local contract modality.
  • Annual gross salary: IRP2 level 4 (divided in monthly payments) + secondary benefits based on MSF OCBA Reward policy. Subjected to local conditions.
  • Practical working conditions are as per the MSF-OCBA guideline.
  • Starting date: ASAP.
