Mission to support the SCCF IAAD in the implementation of the changes oriented approaches (COA)

The International Advocacy and Action Department (IAAD) within the International Resources Division is leading a “Change Oriented Approaches” project which consists of planning, monitoring and evaluating actions, the aim of which is to support change processes.

The objectives of this project are:

General objective: to experiment with COAs with one or more partners in order to empower people and groups through the development of collective action and shared governance.

Operational objective for the IAAD: to acquire the expertise to implement this tool in other settings.

Operational results for IAAD

● Conduct of 5 experiments (one per geographical cluster and the International Emergency Cluster)

● Capitalisation and dissemination of COA practices at IAAD level

Two phases are implemented:

2021-2022-2023 (phase one in progress): Togo Palestine and India. A consultant is already supporting phase 1 of the project.

2023 (phase 2): Latin America (Colombia) and Emergency (in Lebanon for teams operating in Syria) Desks.

The objectives of this mission are :

  • To experiment the COA in different areas and themes.
  • Support the IAAD in the skills transfer process.
  • Support the IAAD teams according to their role so that they are able to support and monitor the partners in the implementation of the COA.
  • Support IAAD partners to be able to define, implement and monitor the COA and integrate these changes in practice into their way of working.

Principles of the mission

The implementation of this COA experimentation project mobilises on each experimentation a person in charge of conducting the experimentation (Field Experimentation Manager) and a person whose role is to capitalise on the experimentation as it progresses (Field Experimentation Capitalisation Manager).

2 experiments to be supported according to a schedule spread over 1 year in 2023.

  • 1 experimentation for the Latin America Desk in Colombia + 1 experimentation on an emergency intervention in Lebanon for team working in Syria**: 25 days for each experimentation and 2 days for a preliminary stage, i.e. 52 days.**
  • Skills and expectations :
  • Expertise and advice on COA to enable the implementation,
  • Transfer of skills, methods and tools on COA and accompaniment to IAAD teams and partners
  • to support the change of approach of the partners and the IAAD teams in the work with the communities
  • Support the IAAD in the skill transfer of COA (supported by the resources desk)

Proposal for a coaching process

STEP 1: Supporting the COA experiment for the Latin America and Emergency units and their partners

  1. Preparation of the mission 1 / 4 days
  2. Working session on the COA with the project officer and the Head of desk on experimentation to propose together an experimentation system
  3. Point of exchange with the partner who will carry out the experimentation to consolidate the system
  4. preparation session of the mission with the project officer (and preparation of the training time at the COA)

  1. Mission 1: Carrying out a mission to launch the AOC /10 days

Objective : launching the COA experiment and training the IAAD team and the partner

The main times during this mission

  1. Working session to discover the project and the problematic
  2. Training workshop on the COA for the partner (co-facilitated by the project officer)
  3. Workshop to define the COA system adapted to the project, the issue and the context
  4. Preparation of the “vision and change” workshop to be conducted with the identified key players
  5. Facilitation of the “vision and change” workshop with key actors (partner team in facilitation, project officer and consultant in facilitation support and observation for debriefing)
  6. Debriefing of the workshop with the partner
  7. Definition/consolidation of the monitoring stage of the changes that will have been defined by the key actors

1st Deliverable: production and provision of facilitation tools

2.Debriefing of mission 1 and the experimentation / 1 day

The aim is to debrief on mission 1, the collaboration with the partner and the results obtained.

STEP 2: Supporting the monitoring of changes

  1. Support for the experimentation (monitoring changes stage) / 4 days

It is about supporting the partner in the complex step of monitoring the changes from afar throughout the process.

2. Mission 2 to support the partner in monitoring changes / 6 days

In addition to remote support, the aim is to return to provide additional expertise to the partner to enable him to monitor the changes.
