GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.

The MSF movement is built around five operational directorates supported by MSF’s 24 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.

Emergency responses fall under the responsibility of the Operations Department, specifically the Emergency Unit (EU). The operational plan is channelling most of its energies and capacities to-wards providing lifesaving and comprehensive care for victims of acute and protracted conflict and violence, emphasizing high quality interventions and the safety and dignity of patients. In doing so, OCBA will have Emergency response to acute needs at the forefront of our organizational priorities and culture, in a range of 20 to 30% of our operational volume. We will continue improving timely and appropriate emergency response in conflicts, to outbreaks and to acute nutritional crises.

GENERAL OBJECTIVE AND CONTEXT

Hierarchically accountable to the Head of the Emergency Unit (REUE), he/she is part of a team composed of around 20 people of MSF OCBA “Emergency Team”, or emergency pool. A typical intervention is composed of a General Emergency coordinator or Field Coordinator depending mainly of the size of the emergency, emergency medical/logistic/financial coordinators and medical/logistic/financial technicians.

Leading an area of specialization within the Logistics family by providing technical guidance, developing and ensuring the implementation of its national policies, guidelines and standardization of common practices in accordance to MSF policies in order to enable the development of the mission in perfect working conditions.

MAIN RESPONSABILITIES, FUNCTIONS AND TASKS

  • Elaborating the national policies, guidelines and standardization of a common practice in his/her area of specialization and validating budgets and all the means for the preparation of any technical activity related to his/her domain. When required, elaborating the plans of the project.
  • Being the final responsible at mission level for the supervision and monitoring of the technicity of any work in the field of expertise, ensuring that the works are done following MSF protocols, national policies and state regulations and project specifications.
  • Validating the technicity of the projects in the mission, participating in the project design and development and ensuring that technical aspects and the compliance with the local legislation and practices in the area of expertise (including timing, financial, materials, equipment and human resources needed) are met.
  • Training/coaching managers at project level in in the technical and integration aspect of the project.
  • Identifying, collaborating and providing main support in the technical representatives of the national interlocutors like ministries or national suppliers. Preparing all technical content in the national and international tenders and participating in the selection committee.
  • Following up and reporting on the works’ progress and on technical aspects of the work, participating in monthly reports at coordination level according to guidelines (SitRep, Logistics Statistical Report, etc.).
  • Planning and supervising, in close coordination with the HR Co, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her hierarchical supervision in order to ensure both the sizing and the amount of knowledge.
  • The Log ICT-GIS Epool applies his/her expertise into field projects and coordination for the countries of intervention of the Emergency Desk. He/she provides strategic technical support to coordination and field according to MSF ICT & GIS policies, guidelines and procedures in order to support the broad operational objectives of the missions.
  • He/she is responsible for the right ICT-GIS setup of the intervention. Depending on the requirements of the intervention can be part of the first explo team or can be deployed in the second phase. He/she will visit regularly the missions.
  • Performing any other tasks specific to his/her area of specialty, as defined in his/her job description and according to the line manager, e.g.: Between missions can be requested to give support in HQ to ICT and GIS departments.

In coordination with the ICT tech referent

  • Configure all the ICT equipment and tools as per the Predeparture ICT SetUp Emergency Unit in every mission.
  • Develop the SOPs for data security Laptop and Smartphone.
  • Provide technical support to the Logs in ICT standards, policies, protocols and procedures
  • Recruit and get trained an NRS ICT officer in every mission.
  • Identify and assess the quality of the local ICT service provider in every mission.

In coordination with the GIS tech referent

  • Search the most relevant maps in the geoMSF platform and different open sources according to the intervention.
  • Elaborate the maps requested by the mission through the geoMSF platform.
  • Get trained for mapping using the GIS App (Osmand-Google earth, etc.) the most relevant Field Positions, EmCo, EmCo support, LogCo, LogCo assist, FC, FC assist, etc.
  • Develop tailormade trainings in ICT and GIS for the E-Pool Members.

SELECTION CRITERIA

  • Degree in Software/Computer Engineering, Telecommunication (Satelite, GSM Radio HF, VHF, etc.).
  • Humanitarian Field Experience compulsory.
  • Languages: English and French B2.
  • Availability to work in unstable contexts (mainly based in the missions).

CONDITIONS

  • Based in the field during interventions.
  • Salary defined by the MSF-Spain salary grid (pool UE conditions, IRP2).
  • Commitment: minimum 1 year.
  • Starting date: ASAP.
