Background

  • The purpose of the TPM project is to monitor and verify U.S.-funded CWD activities in Ukraine at regularly scheduled intervals to confirm the accuracy of IPs reports submitted to PM/WRA, as well as IPs compliance with the terms and conditions of their respective agreements or contracts. The overall goal of the project is to enhance verifications of PM/WRA’s IPs’ reported activities and achievements and increase understanding and verification of the impact of PM/WRA’s funding of IPs on economic and social impact and benefits.

Description of Duties

RESPONSIBILITIES

The Project Coordinator/ Operations Officer is responsible for all assigned tasks by the Project Manager as follows:

  • Oversee the M&E teams’ training and field work.
  • Ensure to conduct after-action reviews after site visits and include the same in your daily reports to the Regional Coordinator (RC).
  • Ensure data collection for M&E Teams’ activities. This includes field visits for data collection and validation through post distribution monitoring, focus group discussions and key informant interviews.
  • Conduct internal quality assurance and quality control to ensure integrity of M&E data collection.
  • Ensure regularly update, relevant monitoring and tracking tools and share with RC for consolidation.
  • Assist in the development of relevant M&E tools and frameworks.
  • Assist in the timely preparation of data analysis at regional level and share with RC for consolidation of internal and external reports.
  • Create and integrate graphics in reports and information products to help visualize meaning of data.
  • Participate in the development and implementation of assessments, studies, surveys and data collection methodologies.
  • Work closely with IPs to ensure that project-relevant information is shared promptly and Liaise with IPs to facilitate implementation
  • Conduct regular sit visit for IPs in whole region and prepare mission report.
  • Provide weekly reports based on thorough site visits that monitors, verifies and reports the activities conducted by IPs Report any capacity gap on an ongoing basis as it relates to M&E implementation.
  • Negotiating with stakeholders responsible for mine action programme. Their input is vital when determining evaluation objectives and methods.
  • Complete additional tasks assigned by the Project Manager M&E and Country representative.
  • Coordination of TPM staff activities, including facilitating access to inspection sites without U.S. government assistance,
  • Conduct preliminary data analysis and validate M&E reports.
  • Assist Project Manager in training and nurturing M&E teams on the monitoring and verification process required.
  • Provide weekly reports based on thorough site visits that monitors, verifies and reports and the clearance activities conducted by IPs.
  • Conducts visits to at least 10 sites cleared by each IP during the past quarter. If an IP has completed less than 10 tasks during the quarter, the team will visit at least 50% of the completed task sites.
  • Actively engage local communities in the locations reported by PM/WRA IPs to verify that CWD activities were carried out in these areas and to determine if these activities have, and to what extent, improved the quality of life and access to basic social services and economic opportunities for the affected communities.
  • Assist Project Manager in developing a monitoring and evaluation methodology, reporting tools and communication channels with IP focal points and stakeholders.
  • Analyze output of the monitoring and evaluation processes to include comparative performance indicators and benchmarks derived from other operating organizations in Iraq to aid in accurately gauging IP’s performance and risk, and to identify areas requiring improvement.
  • Establish and maintaining excellent working relationships with the IPs in your area of responsibility and interest, as well as the identification and maintenance of access routes to the partners’ work sites. Also, build on iMMAP’s existing strong relationships with the national mine action authorities (NMAA) and IPs to allow for close coordination with these organizations.
  • Conduct Quality Assurance and Quality Control to ensure integrity of M&E data collection
  • Report any capacity gap on an ongoing basis as it relates to information management implementation
  • Assist the Project Manager in the development of M & E training packages and conducting different training level for M&E Teams.
  • Monitoring results, in-country evaluation reports and numerous additional data, that can be used by the M&E Teams to determine the effectiveness and impact of the program since its inception.
  • Negotiating with stakeholders responsible for mine action program. Their input is vital when determining evaluation objectives and methods.
  • Perform all the tasks related to the Project Manager during his absent
  • Complete additional tasks assigned by the Project Manager M&E.

Requirements

Required Competencies & Knowledge:

  • Excellent organizational skills with the ability to coordinate activities and projects
  • Excellent communication and interpersonal skills and ability to establish relationships with stakeholders, with good negation skills.
  • Knowledge and understanding of mine action mandates and operations.
  • Capacity to produce coherent and good quality reports.
  • Capacity to think critically analyze and interpret quantitative and qualitative data.
  • General computer skills (use of MS Office package, Internet, Skype)
  • High level of motivation and proactivity
  • Ability to work under pressure and long hours at different locations.
  • Flexible and adaptable to any situation.
  • Self-reliant and able to work independently

Academic Qualifications/Experience/Language

  • Bachelor’s Degree in social sciences, humanitarian and/or development studies, or relevant field
  • Minimum 8 years of relevant experience within the Mine Action Operations and management.
  • Previous experience in either program implementation, coordination, analysis or monitoring and evaluation essential
  • Experience in working in complex and volatile contexts
  • Good working knowledge of English (written and spoken)

Working conditions:

  • Salary range between $6,000 USD – $7,000 USD
