APOPO is looking for an experienced Manager to lead our Mine Action program in Cambodia.

Context

APOPO is an international NGO with over 20 years of experience in humanitarian Mine Action. Globally, APOPO has cleared and release over 64 million square meters of land and destroyed over 140.000 landmines and explosive items in five countries, helping almost one million people gain access to safe land for productive use.

APOPO operates in Cambodia since 2014. Today, it is one of APOPO’s largest Mine Action Programs, operating with Mine Detection Rats, Technical Survey Dogs, Machines and Manual Deminers in four Provinces in collaboration with national and international organizations.

Role

We are seeking to hire an experienced and highly motivated Program Manager (PM) to lead our Mine Action Program in Cambodia that has 60+ working animals and 100+ staff members. APOPO’s offices in Cambodia are based in Siem Reap and the Program Manager is expected to frequently visit all the activities across Cambodia, in provinces such as Preah Vihear, Battambang, Ratanakiri, Siem Reap, Kampong Chhnang and others.

Requirements

Candidates should have a proven track record of:

  • Minimum 5 years of experience working in the Mine Action Sector, from which minimum 3 years of managing a Mine Action program;
  • Experience in working with (Animal Detection Systems) ADS in Mine Action is an advantage;
  • Experience in operational planning, execution, and monitoring of Mine Action activities – especially survey and clearance. Additional experience in Explosive Ordnance Risk Eduction (EORE) and Victim Assitance (VA) is an advantage;
  • Minimum, 1st level university degree or military staff college qualification;
  • Excellent communication skills;
  • Knowledge of International Mine Action Standards (IMAS), especially ADS chapters. Detailed understanding of the land release concept;
  • Working experience with local and international stakeholders in Mine Action Sector;
  • Proven experience in leading multi-disciplinary and multi-cultural teams;
  • Experience in financial planning, management and reporting;
  • Strong analytical and planning skills, ability to summarize activities in written;
  • Working level of English is mandatory.

Key responsibilities

  • Planning and managing all the program activities in Cambodia;
  • Communicate and work in close collaboration with the national and the international stakeholders and operators in Cambodia;
  • Monitoring and analyzing the integration of animal detection systems in operations, seeking for the best possible cost efficiency and productivity, without compromising on the quality of work;
  • Assist with preparing reports and provide the necessary details in proposals and summaries, according to the needs if the Head of Mine Action and the Fundraising Team;
  • Manage collaboration agreements with national and international organizations. Identify the opportunities for new collaborations;
  • Ensure that project activities contribute to the objectives of the projects within the framework of APOPOs organizational values;
  • Manage project expenditures and fiscal control;
  • Training, capacity development and management of national and international program staff;
  • Asset and security management;
  • Regular exchange of information with the Head of Mine Action, APOPO HQ and Fundraising offices.
