Background

iMMAP implements a Third Party Monitoring (TPM) project funded by the US Department of State Office for Weapon Removal and Abatement (WRA) with the purpose of monitoring and verifying U.S. funded Conventional Weapons Destruction activities in Ukraine at regularly scheduled intervals to confirm the accuracy of PM/WRA implementing partners’ reports and the compliance with the terms and conditions of their respective agreements or contracts. The overall goal of the project is to enhance verifications of PM/WRA’s IPs’ reported activities and achievements and increase understanding and verification of the impact of PM/WRA’s funding on economic and social impact and benefits.

Description of Duties

Responsibilities:

  • Restore the IMSMA backups (DMA, IKMAA) on iMMAP local server on a monthly basis and update iMMAT.
  • Perform a regular auditing for mine action information to ensure data completeness, integrity and quality.
  • Map and product quality control before sharing it internally and externally.
  • Provide feedback to the head of IM section and technical advisor on data discrepancies.
  • Participate with MoM preparation and reviewing.
  • Assist the head of IM section in developing the work plan and highlight technical requirements.
  • Mine Action Data preparation and analysis.
  • Provide Information Management (IM) guidance for development section.
  • Work with development section to improve/develop tools for data verification
  • Update the digital version of DMA IMSMA field reports and check the importing tool.
  • Provide external Capacity building about Mine Action (MA) and Information Management (IM).
  • additional tasks assigned by the line manager
  • Complete all data processing which tasked by TPM PM and conducting verification process on reports.
  • Complete the qualitative and quantitative database clean-up process in coordination with operation officers of the project
  • Coordination and control of all GIS functionalities for the Project.
  • Provide feedback to TPM PM Technical advisor on data entry process.
  • Checking all field reports received from operation office and work on the data discrepancies with field staff.
  • Ability to visit Iraq provinces whenever required for any IM technical issues.
  • Assist the TPM PM in developing the work plan.
  • Additional tasks assigned by the TPM PM

Requirements

General requirements:

  • In-depth knowledge of databases and GIS software
  • Good knowledge of related hardware and peripheral equipment.
  • Very good ability in topographical map reading.
  • Ability to coordinate with NGOs working with community projects and agencies involved in mine action.
  • Understanding of data QA/QC processes for information management are essential.
  • Advanced knowledge of software engineering theory and applications would be an asset.
  • Self-reliant and able to work independently.
  • Graduate of an Institute or University in the field of Information Technology, Information Management or Computer Sciences.
  • At least two years of working experience with Informational Management field.
  • Good working knowledge of English (written and spoken).
  • Excellent computer skills in Windows and Microsoft Office to include MS Excel and MS Access
  • Flexible and adaptable to any situation
  • Ability to work long hours under pressure and to meet deadlines
  • Able to travel to different locations for iMMAP support

Working conditions:

  • Salary range between $6,000 USD – $7,000 USD
