A. BACKGROUND
The Millennium Water Alliance
The Millennium Water Alliance (MWA) is a permanent global alliance of leading humanitarian and private organizations that convenes opportunities and partnerships, accelerates learning and effective models, and influences the WASH space by leveraging the expertise and reach of its members and partners to scale quality, sustained WASH services. Founded in the year 2002, MWA seeks to advance high standards for program quality, transparency and accountability and work with its members, governments, communities, private sector partners and other key stakeholders to bring to scale effective and sustainable water, sanitation and hygiene education solutions.
Millennium Water Alliance in Kenya invites potential and experienced suppliers/consultants registered with Registrar of Companies under the Laws of Kenya in respective services OR individuals operating consulting services to submit applications for providing consulting services in Kenya. The qualified firms/individuals will be engaged for a period of TWO years as and when required by MWA. Upon completion of the evaluation of the EOI, MWA will shortlist selected firms/individuals to be engaged.
B. CATEGORIES AND INDICATIVE AREAS OF EXPERTISE: CONSULTANCY SERVICES
Below list provides a brief detail about the nature and types of consultancy services that MWA will undertake while implementing its activities, these are indicative activities and MWA may include additional activities as it may require.
We expect the Consultant to possess the following qualifications based on the category of consultancy they are applying for.
1. MWA/EOI/001/2024-2025: Consultants specializing in Training.
- Expertise in developing training material and other didacticals.
- Experience in facilitating training for a wide variety of audiences in a clear and explicit manner
- Knowledge in water resource management, water supply, water governance, water for multiple uses, market system development, rangelands management, livestock production, livestock marketing, natural resource management, regenerative grazing management, integrated landscape management, Gender and Social Inclusion (GESI), and social cohesion.
2.MWA/ EOI /002/2024-2025: Strategy Development and Strategic Planning Consultants
- Expertise in designing strategies for large-scale WASH projects.
- Experience in designing strategies for NGOs and organizations working in the Water and food nexus Space,
- Solid analytical and research skills to gather and analyze data, trends, and patterns.
3.MWA/ EOI /003/2024-2025: Monitoring and Evaluation Consultants
- Experience in designing and conducting baseline surveys, mid-term evaluations and end-term evaluations.
- Experience in designing impact assessments.
- Experience in the OECD DAC Evaluation criteria.
- Solid analytical and research skills.
- Ability to utilize platforms such as STATA, SPSS, R-Studio, N-VIVO among others for data analysis.
4.MWA/ EOI 004/2024-2025: Governance and Policy development Consultants (primarily in the Water and agri-food Sectors)
- Experience in developing policies, bills, acts and other regulatory instruments.
- Experience in supporting the enactment of policies, bills and other regulatory instruments, robust understanding of regulations in the Kenyan water sector including the Kenya Water Act 2016 and the Kenya National Water Policy 2021
- Experience in reporting writing and legal drafting.
5.MWA/ EOI /005/2024-2025: Advocacy and Lobbying Consultants
- Strong communication skills, including the ability to negotiate and build inter-personal relationships.
- A network of contacts in government, media, and the water sector.
- Solid analytical and research skills to gather and analyze data, trends, and patterns.
6.MWA/ EOI /006/2024-2025: Market Research Consultants
- Strong data collection, analysis and visualization skills.
- Solid research skills to gather and analyze data, trends, and patterns.
7.MWA/ EOI /007/2024-2025: Carbon Project Development Consultants
- Excellent knowledge of international carbon standards VCS (Verra), Gold Standard for the Global Goals and CDM and the most common carbon methodologies.
- Up-to-date knowledge on developments in terms of the international carbon market
8.MWA/ EOI /008/2024-2025: Photography, Videography and program documentation
Consultants
- Capturing high quality photographs for publishing or communication
- Develop short videos for program messaging and human-interest stories.
- Develop short technical or human interest/success stories.
- Provision of drone services where needed.
9.MWA/ EOI /009/2024-2025: Graphics Design Consultants
- A strong understanding of design principles including ideation, branding, typography and designing for printing.
- The ability to reorganize text into a logical flow ensures the most salient points are emphasized through graphics.
- Strong grammar skills to proofread the document after designing it.
- Proficiency with graphical design tools including Adobe Photoshop, Sketch, Illustrator, InDesign, After Effects among others.
10.MWA/ EOI /010/2024-2025: Editing Services Consultants
- Excellent ability to reorganize text into a logical flow that ensures the most salient points are emphasized.
- Strong Ideation and recognition skills to capture patterns within the body of the report.
- Strong grammar skills to proofread the document.
11.MWA/ EOI /011/2024-2025: Legal Services Consultants
- Demonstrated knowledge in provision of legal services.
- Sound knowledge of applicable Kenyan laws and industry best practices.
- Strong analytical skills to identify legal risks, gaps, and recommend appropriate solutions.
- Excellent communication skills to provide clear and concise legal advice and collaborate effectively with key
12.MWA/ EOI /012/2024-2025: Business Development and Donor Proposal Writing Consultants
- Demonstrable success in writing winning proposals.
- Sound knowledge of various donor guidelines and regulations.
- Strong understanding of poverty and crisis drivers in the Horn of Africa.
13.MWA/ EOI /013/2024-2025: Environmental Impact Assessment Consultants
- Poses up to date relevant registration with Kenya Government to undertake EIA/EA assignments in the country.
- Excellent understanding of the environmental laws in Kenya
- Experience in undertaking EIA/EA in donor funded projects such as USAID funded projects.
C.OTHER REQUIREMENTS
- A proven track record of professional execution of similar consultancies/assignment and demonstrated capacity to deliver high quality outputs within the required timeframe.
- Excellent analytical

- Previous work experience and knowledge of the context of the ASAL (Arid and Semi-Arid Lands) areas is preferred.
- Experience working with an international non-governmental organization is preferred.
- Consultants based in Kenya are preferred.
D. PREPARATION AND CONTENTS OF EXPRESSION OF INTEREST:
In order to be considered, prospective consultants must submit all the information herein requested and any bidder who does not meet all the relevant mandatory requirements will be disqualified.
Each application should consist of:
- A cover letter- 1 page
- The company profile (firms) and relevant projects undertaken (firm or individual) – 4 pages.
- Contact details of 3 organizations that have contracted the Consultant to carry out similar assignments in the last 5 year (As per attached template Annex 2. See link below)
- CVs of self or personnel who possess relevant qualification and experience to carry out work in the above-listed categories.
- Certificate of Registration (if a firm)
- KRA PIN registration document for firm or individual.
- Valid Tax Compliance Certificate for firm or individual.
- Details of similar or relevant works (portfolio) in the above-listed categories completed within the last five years, giving details of clients who may be contacted for more information.
