Context and Core Functions / Responsibilities

IOM supports the Ministry of Health in strengthening the health sector in Iraq, working closely with the Departments of Health at the governorate level, UN agencies, and other health actors.

Under the general guidance of the Chief of Mission, overall supervision of the Deputy Chief of Mission, and the direct supervision of the Senior Migration Health Coordinator, the successful candidate will be responsible for the coordination of the technical components of IOM’s health programming in conflict-affected areas, in support of humanitarian response, durable solutions, social cohesion, and peacebuilding.

Core Functions / Responsibilities

  1. Lead the coordination of the technical components of IOM’s health programming across the humanitarian, development, and peace nexus.
  2. Oversee technical officers and consultants working on specific thematic areas ensuring outputs produced are of high quality, are contextually relevant, and are aligned to national health policies and standards.
  3. Provide technical support to the National Project Officer (Health Promotion and Community Health) who oversees Senior Community Health Assistants’ work in the field.
  4. Provide technical oversight and review of MHD products and outputs such as health promotion messages, training modules, and assessment tools.
  5. Identify needs and new areas of interest for expanding IOM’s health programming to support durable solutions, social cohesion, and peacebuilding.
  6. Lead capacity building of the migration health team on key thematic areas and project components
  7. Work closely with the Migration Health Program Coordinator, Team Leaders, and field teams to ensure activities meet quality standards.
  8. Adapt and adjust program design to address challenges and incorporate lessons learned from the field.
  9. Contribute to the development of project proposals and provide project reports that are timely and meet institutional and donor requirements.
  10. Contribute the development of project workplans, procurement plans, and HR plans in coordination with the Migration Health Program Coordinator
  11. Identify human resource needs in technical areas and coordinate with HR the recruitment and onboarding of new staff.
  12. Work closely with the Peace and Stabilization Division and the Transition and Recovery Division to align implementation modalities, leverage existing expertise and networks, and harmonize health interventions with other sectors.
  13. Represent IOM in meetings with government agencies, partners, and other stakeholders.
  14. Regularly coordinate with the monitoring and evaluation team, contribute to the development of a monitoring plan and review achievement against indicators
  15. Document challenges, lessons learned, and good practices.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education & Experience & Skills

  • Master’s degree in public health or equivalent degree in health sciences
  • At least seven years of professional experience in public health
  • Experience with UN agencies is required.
  • Experience working in an emergency response setting and in post-emergency context/health system recovery is strongly desired.
  • Fluency in English is required, fluency in Arabic is strongly desired.

Languages

  • Fluency in English language is required.
  • Working knowledge in Arabic language is an advantage.
