Context:

Under the direct supervision of the Chief of Mission (CoM), the technical supervision of the Regional HAP Coordinator for Europe and Central Asia based in Kyiv, and in close coordination with the relevant Project Coordinators, the successful candidate will be responsible for the management of the Migration Health Assessment Centre (MHAC) for the IOM Country Office (CO) in Greece.

Core Functions / Responsibilities:

Migration Health Portfolio in providing holistic health care response within the Migrant reception/accommodation facilities

  1. In coordination with the cooperative Government agencies, monitor the technical set up of the medical facilities within the Reception and Identification Centers (RICs) in designated locations.

  2. Supervise pre-migration health activities providing technical guidance and support for the assistance delivered by the specialised medical personnel, namely Radiologists and Laboratory Technicians.

  3. Undertake quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create and implement specific SOPs. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.

  4. Monitor the infrastructure and equipment of adjusted premises ensuring that they meet the professional standards of quality and safety and are sufficient and adequate for provision of the services. Adhere to bio-safety measures adopted in the laboratory and radiological safety measures and procedures.

  5. Coordinate organizational structure needs to optimize sufficient and adequate planned levels of health activities ensuring necessary qualifications and skills of the staff.

  6. Contribute to and maintain efficient, migrant-centered procedures while ensuring a high level of integrity at all stages of the migration health process.

  7. Participate in coordination meetings and field monitoring visits to ensure the proper delivery of services and delivering monitoring reports.

  8. Provide recommendations to overcome potential challenges and support the achievement of Project results, measuring progress against designed indicators and targets.

  9. Collaborate with Greek authorities to incorporate additional public health interventions in the standardized context of activities if needed. Interventions may include surveillance for communicable diseases, outbreak preparedness and response, health education and health promotion, liaison with public health institutions and other activities.

  10. Ensure that all staff are aware of the IOM Standards of Conduct under Article 42, and continuously reinforce these standards. Inform promptly the CoM and the Office of Ethics and Conduct of any issues regarding staff misconduct.

  11. Establish staff development strategy in coordination with the Regional HAP Coordinator, ensure that the appropriate plan is implemented. Within that plan, apart from attendance to external educational events, initiate, contribute to the organization and delivery of various professional in-house trainings.

  12. Maintain close contacts with external service providers to negotiate agreements in coordination with Resources Management Officer (RMO). Exercise quality control over outsourced services and take corrective measures if necessary.

  13. Maintain confidentiality and security of migration health data in accordance with the Data Protection Principles.

  14. Organize systematic collection, processing and analyses of migration health data according to existing guidelines. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the Regional Office (RO) for migration health activities.

  15. Oversee the financial aspects of the MHAC in close coordination with the mission’s finance staff: supervise budget preparation suggest adjustments and cost-effective solutions, and review financial reports.

  16. Provide oversight and coordinate the procurement of medical equipment, Covid-19 tests and other medical supplies such as Infection Prevention and Control (IPC)/Personal Protective Equipment (PPE) IPC/PPE, in coordination with the Resource Management Unit (RMU).

  17. Establish a back-up system in coordination with EODY and IOM Radiologist, provide advice regarding back up equipment, liaise with IOM Radiologist to ensure smooth distant reading of X-rays.

EU Relocation Project portfolio

  1. Overview of health aspects of EU Relocation Project and coordinating implementation and quality control of pre-migration health activities of the beneficiaries, in line with country specific protocols with regards to public health importance and public safety.

  2. Provide additional training of Health providers in the partner clinics for data entry to MiMOSA.

  3. Supervision of MiMOSA entries and adequate reporting mechanisms.

  4. Establish, maintain and monitor transfer of health-related information related to pre-migration health activities to designated focal points in destination country aiming to provide smooth and adequate continuation of care upon arrival with focus on special arrangements upon arrival for migrants with additional needs.

  5. Monitor Covid-19 pandemic development, counter-pandemic measures already in place and implementation of additional measures according to development of situation based on national and IOM guidelines, directives and requirements.

  6. Identify and map laboratory partners’ capacity and evaluate potential to implement covid-19 testing pending development of situation with regards to movements, requirements of destination countries and national capacities.

  7. Investigation of capacity to provide Covid-19 vaccine and national capacities with regards to vaccination of migrant population.

  8. Conduct selection of medical staff that will be assigned to work for relocation project.

  9. Train newly selected staff.

  10. Provide inputs for overall project reports.

Other health activities

  1. Provide overall monitoring and supervision of AVRR MHD activities for medical and/or large movements (charters) to countries of origin, within the capacity of Regional AVRR MHD focal point for Europe and Central Asia.

  2. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with at least seven years of professional work experience; or

• University degree in Medicine from an accredited academic institution plus Master’s degree in

Community of Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with five years of relevant professional experience.

Experience

• Working experience in the domain of medicine, four years of which is continuous clinical experience (either in clinical set-ups or immigration / resettlement medical examinations or health assessments);

• Experience with team management/ supervision is required, preferably within the context of immigration/resettlement medical examinations;

• Experience in managing health assessment programmes of a significant size, management of resources and personnel within migration health or public health projects;

• Experience in TB, migration health or other communicable disease control programmes among refugees and migrants in an international organization, UN agency or hospital;

• Experience with occupational health issues related to crisis and in developing countries;

• International experience in global public health issues, emergencies and policies; and,

• Experience in liaising with governmental and diplomatic authorities as well as national and international institutions.

Languages

IOM’s official languages are English, French, and Spanish.
