Position Title: Migration Health Coordinator

Type of Appointment: Special short-term graded, six months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission (CoM) and the Deputy Chief of Mission (DCoM) and direct supervision of the Senior Migration Health Coordinator, the successful candidate will be responsible and accountable for contributing to the development of and for management of migration health projects, including the supervision of the division’s support functions and teams.

Core Functions / Responsibilities:

  1. Contribute to strategic and technical guidance for emergency health and health system recovery and strengthening activities including for instance, outbreak preparedness and response using IOM’s Health, Border and Mobility Management approach, access to primary and secondary health care and referrals, including routine and mass immunization, sexual and reproductive health and rights, Non-Communicable Diseases and community health programmes, and capacity building initiatives for staff and partners.
  2. Contribute to the development and implementation of the Migration Health Strategy for IOMIraq in line with the IOM Iraq Strategy and Ministry of Health strategies and priorities.
  3. Oversee the design and piloting of migration health program components and initiatives in line with the Humanitarian Development Peace Nexus (HDPN), Human Security Approach, and the Global Compact for Migration.
  4. Provide daily supervision and oversight to MHD staff, third party contractors, and consultants; conduct staff evaluation and appraisal in line with IOM’s policies and identify capacity building needs and opportunities.
  5. In close coordination with Heads of Offices and Heads of Sub-offices, lead the establishment of MHD projects in new locations (governorates) including identification of human, financial, and logistical resources, liaison with the Directorates of Health, and stakeholder engagement.
  6. Contribute to the migration health program development and resource mobilization by identifying needs, proposed activities, and implementation modalities; participate in proposal writing for emergency health projects.
  7. In coordination with the Senior Migration Health Coordinator, represent MHD in meetings and coordination forums with the Ministry of Health, UN agencies, NGOs, and key stakeholders.
  8. Collaborate with IOM’s other divisions and units in the country, such as Peace and Stabilization, Transition and Recovery, Protection Assistance, and Migration Management to integrate and mainstream health into project proposals, tools and strategies where relevant and possible.
  9. Contribute to strengthening and expanding partnerships with the World Health Organization(WHO) Country Office and other relevant UN and NGOs and parties, including local NGOs/CBOs to develop a migrant health agenda at country level (including through the development of Memorandum of Understandings (MOUs) at country level).
  10. Support the liaison with the Iraqi Government’s Ministry of Health on IOM’s Migration Health role and positioning in Iraq on all relevant health related matters.
  11. Under the supervision of the Senior Migration Health Coordinator, backstop MHDadministrative, finance, procurement, and human resources-related functions to ensure that required program resources are available and deployed in a timely manner; facilitate coordination with relevant units and to ensure proper adherence to IOM’s regulations and policies.
  12. Ensure information sharing, coordination, and communication within the team and with other teams and management.
  13. Oversee supply chain management of medical commodities, including medical equipment, supplies, and pharmaceuticals, in close collaboration with the Migration Health Operations Coordinator and the Procurement and Supply Chain Unit; oversee the development of clear processes and guidelines for the management of medical commodities, including quantification, ordering, warehousing and storage, delivery, and monitoring where needed; monitor and adjust systems and processes to improve efficiency and quality of medical commodities management.
  14. Establish clear demarcation of MHD’s technical, operational, and program support functions.
  15. Undertake duty travel as required, for project site review and other duties of concern to the projects.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Medicine, Nursing, Health Sciences, Public Health, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with at least seven years of relevant professional experience.

Experience

  • At least five years of experience, preferably at an international level, and involving migration health issues;
  • Experience in managing significant and complex emergency health programmes;
  • Demonstrated experience in emergency response and coordination, design and delivery of humanitarian assistance in complex environments;
  • Sound experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society;
  • Experience in resource mobilization and other fundraising modalities including budget management; and,
  • Proven experience in communicating scientifically to specialized audiences.

Skills

  • Excellent communication, presentation and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office;
  • Proven capacity and vision to develop and implement programmes in the area of migration and health; and,
  • Proven ability to supervise, train, and direct staff and manage operations in complex post-conflict contexts.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
