Nature of the consultancy: The Overall Objective of the programme is to contribute to strengthening the resilience of migrants and displaced populations be they either nationals or migrants together with their host communities by addressing challenges to socio-economic integration and promoting a culture of rights, dialogue, and social cohesion

Organizational Department / Unit to which the Consultant is contributing:

The consultant will work under the direct supervision of the Regional Development and Protection Programme (RDPP) Project Support Office and the overall supervision of the Chief of Mission.

  1. Objective: Tasks to be performed under this contract:

Under the overall supervision of the Project Support Officer of the Community Cohesion Pillar within the Labour Mobility and Social Inclusion (LMI) Unit, the Consultant will be responsible for carrying out the following tasks:

  1. Development of one study to analyse the migration legislative framework in Egypt as well as the economic and legal positions of entrepreneurship in Egypt:
  2. Meet with IOM Egypt in order to coordinate the role of the consultant and the workplan.
  3. Identifying, reviewing, and analysing the various existing laws and policies governing entrepreneurial sector in Egypt for Egyptians and migrants.
  4. Identify and summarize all the requirements, procedures and documentation required by the Egyptian legislation regarding entrepreneurship for Egyptians and migrants.
  5. Analysis of gaps related to the promotion of entrepreneurship in Egypt.
  6. All relevant recommendations and solutions to these gaps.
  7. The positive effects of applying the recommendations and solutions on all related parties as well as all various ways of implementation.
  8. Organize two workshops based on sensitising relevant stakeholders:
  9. Introduce the findings of the study conducted involving relevant local authorities, CSO’s and other stakeholders.

  1. Education, Experience and/or skills required
  • Bachelor’s degree in Business Administration, Social Science, Legal Studies or another relative field.
  • Minimum of 5 years of relevant professional experience in migration research, or other relevant fields
  • English and Arabic languages are required, additional languages are an asset.
  • Legal, administrative, and field experience in coordination, project management and monitoring and evaluation of livelihoods and income generating projects.
  • Knowledge and understanding of M&E and reporting tools.
  • Strong experience in coordination, communication and liaising with Government authorities, and National NGO’s as well as other National/International institutions.
  • Work experience in legal and legislative fields.
  • Good knowledge of financial and administrative management.
  • Excellent writing, communication, and presentation skills.
  • Ability to prepare clear and concise reports.

Languages

  • Fluency in English and Arabic is required (oral and written).
  • Working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
