INTRODUCTION & BACKGROUND

Finn Church Aid (FCA) is Finland’s largest international aid organization with more than 70 years of experience. We specialize in the world’s most fragile contexts and work with the most vulnerable people, regardless of their religious beliefs, ethnic background or political convictions.

The MiSS project is a continuation of FCA Jordan livelihood program that started in 2017 and was strengthened through multiple projects till this year. FCA Jordan’s program focuses on self-employment through entrepreneurship and business development.

FCA Jordan Office (JOCO) is looking for a Consultancy service for conducting a number of awareness raising sessions in “Women Economic Support in Business” as part of the MiSS project for four months in 2023 in Madaba governorate.

Thus, this project is built on the assumption that if the youth in Jordan (incl refugees) is aware of the circular economy opportunities and has startup capital for small scale Zero Waste related projects, this will generate employment and will introduce new methods of responsible SW management as well as circular solutions to the delivery of products and services that can be scaled up and replicated. Good examples will easily spread across the country if supported by legislation, funding and communal awareness of the significance of this sector.

SPECIFIC OBJECTIVES

Under the direct supervision of the MiSS Project Manager and in coordination with the project Business Coaches, the Consultant will be responsible for conducting a number of awareness-raising sessions tackling topics related to supporting women economic empowerment, preferred to be related to the circular economy sector.

SCOPE AND FOCUS

As part of the MiSS project, awareness sessions will be organized to discuss topics such as, but not limited to, women economic empowerment, women in business, challenges in women employment. and entrepreneurship and seeking solutions for women businesses in circular economy, best practices of home-based waste management, etc.. The sessions will be open to men and women, regardless of their age or nationality. It is highly encouraged that Role Model women, who have overcome those barriers will be invited to the meetings. The key messages from the right holders will be used for advocacy toward duty bearers. Twelve sessions will take place accommodating not less than 300 women and men from Madaba community during the consultancy period. The sessions will be conducted on weekly basis for 3 months. No replication of attendees is allowed. A pre- and post-assessment should be done in order to analyze the impact of the sessions. The results of the assessment and the sessions report will be included in the final consultancy report.

DELIVERABLES:

Please note that the feedback from the organizations on the report will take up to 10 days.

REQUIRED COMPETENCIES:

– Not less than 5 years of experience in the Women Economic Empowerment field.
– Not less than 3 years of experience in the circular economy sector.
– High organizing and planning skills.
– Adaptability and flexibility to work within changing environment.
– Experience in working with INGOs, government agencies and local community;
– Strong technical and reporting writing skills.
– Deadline-oriented, with high standards for quality.
– Good communication (spoken and written) skills, including the ability to write reports, and to articulate ideas in a clear and concise style.

METHODOLOGY

• The consultant will strictly follow the work plan and the time schedule agreed with FCA during
the planning phase.
• The consultant will inform FCA sufficient time ahead of any changes in the plans, deliverables or schedules.
• FCA provides a transportation to/ from Amman- Madaba using FCA’s vehicles.
• FCA will organize the logistical arrangements for the sessions.
• FCA can hire volunteers to assist in outreaching targeted audience and mobilize the community.

TERMS OF CONTRACT

• Confidentiality – Highlight any confidentiality concern
• During the assignment, the consultant does not represent FCA and has no mandate to negotiate, make commitments or agree on behalf of FCA.
• The consultant is expected to use own computer and other equipment required for the works.
• By submitting an offer, the candidate/consultant/service provider confirms to abide by FCA Code of Conduct, Safeguarding policy, Data-Protection Agreement and consent for screening.
• The ownership and copyright(s) of the report(s) and any other produced material will remain with FCA.
• The Contracting Agency may for its own convenience and without charge or liability cancel the tender process at any stage.
• All information gathered from FCA, partners and beneficiaries must remain confidential and not shared with any party without FCA written consent.
• The Consultant is responsible for payment of all social costs, other employment related costs and insurance contributions and for all other liabilities of a statutory nature.

Applicants are asked to submit the following documents:
• CV – including a short summary of relevant competences and previous work conducted .
• Technical Proposal in English including two letters of recommendation of previously provided services.
• Detailed budget in JoDs including VAT.

 The candidate shall bear all costs associated with the preparation and submission of the offer and the Contracting Agency will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the procurement process.
 Applicants’ proposals must include a detailed and competitive budget inclusive of all fees, costs and taxes.
 Processing time for financial payments is 10 working days and will be only transferred to consultant bank account.
 5% income tax will be deducted from each of consultancy instalment. A certification will be submitted to income tax department.
 Proposals/Offers shall remain valid and open for acceptance for a period of 30 days after the closing date for the submission.
 Prior to the expiry of the original proposal/offer validity period, the Contracting Agency may ask tenderers/candidates in writing to extend this period.
