JOB CONTEXT:

Humanity and Inclusion Mozambique is on its end implementation of country program Strategy: 2021-2023.

Emergency, and development sectors coexist in Mozambique, creating a diverse, and dynamic working environment, where coordination is operated mainly through working groups and clusters. Consortium and pool funds are frequent. Intense networking is essential for successful fundraising and efficient implementation.

Currently several projects were submitted to donors with focus in Cabo Delgado in consortium with other partners with various components but also focusing on the most vulnerable people in CD from host communities, those internally displaced and returnees and migrants, affected and with distress or with mental health disorders/psychosocial issues and disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary.

YOUR MISSION:

Under the responsibility of the Technical Unit Manager and in collaboration with the Area Manager based in Pemba, the Operations Manager based in Maputo, Programmer Director and HQ MHPSS Technical Referent, the MHPSS Specialist:

is responsible for the technical support and regular follow-up of the MHPSS activities

– oversees the development and adaptation of technical material aiming to build the capacity of the PSS workers through face to face or remote trainings and coaching;

– supports the programmer to develop its strategy within Mozambique especially regarding the MHPSS and related protection sectors of intervention.

Expertise

  • Contributes to the national technical strategies in line with the global strategies
  • Ensures technical support to projects in line with the global technical frameworks and standards in his/her sectorial scope
  • Ensures technical learning from projects
  • Ensures the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under his/her scope
  • Ensures compliance of the technical proposition with nexus stakes
  • Contributes to the development of research and innovation projects in the country when relevant, in his/her sectorial scope
  • Contributes to the Technical Divisions professional channel animation

Influence

Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope :

  • Represent the technical expertise of HI throughout the local relevant networks
  • Contribute to advocacy on specific themes in line with the global advocacy priorities (focus on humanitarian access)
  • Contribute to communication messages locally in line with the global communication priorities

Business development

Ensure the development of major opportunities or new projects in country under his sectorial scope :

  • Contributes to the context analysis in his sectorial scope
  • Contributes to the design and writing of new projects in the country and when asked in other countries within the Geographic Division
  • Identify & transform major opportunities in the country under his scope
  • Contributes to the conception of major projects (multiple countries, one theme) or of new projects in the country
  • Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the Country under his sectorial scope

Training and management

  • Provide training and on the job training toward persons who have MHPSS responsibilities in the mission
  • Organize and provide extensive training on any MHPSS related issues to all HI staff; induction for new comers, regular briefing for international and national staff on MHPSS specific training for staff.

YOUR PROFILE:

  • You hold an advanced university degree (Master’s level or equivalent) in mental health, psychology or related fields from a recognized university or academic institute
  • You have at least 3 years of experience in the field of MHPSS
  • You have experience of training and technical supervision in the field of MHPSS with INGOs, in protracted crisis as well as in development contexts
  • You have experience and/or technical understanding of the protection sector
  • You have ideally some experience in public health and health system strengthening
  • You have ideally some experience of INGO representation, donor reporting and project development from technical perspective
  • You have a comprehensive knowledge of the IASC Mental Health and Psychosocial Support in Emergency Settings guidelines and associated products
  • You have excellent written and spoken English – Portuguese would be a plus
  • Strong capacity building skills
  • You have excellent networking capacities for building constructive relationships government bodies and humanitarian actors
  • Strong analytical, organizational interpersonal and intercultural skills Capacity to build and promote partnerships across sectors and with government counterparts
  • You demonstrate ability to work in a tensed and volatile context with strict security measures

  • 3 months International contract starting from 9th, January 2023
  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2757 € gross/month upon experience
  • Perdiem: 633,90 € net/month – paid in the field
  • Hardship:500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: 5 days every 3 months
  • Position:
    • unaccompanied

      • Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
      • Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field
  • Housing: Collective taken in charge by HI
