Danish Red Cross (DRC) has been present in Eurasia for more than 20 years and is currently active in Afghanistan, Bangladesh, DPRK, Nepal, Myanmar, and Ukraine with approximately 70 staff in the region. In Ukraine, DRC has been engaged in partnership with the Ukrainian Red Cross Society (URCS) since 2014, currently with a team of around 45 international and national staff based in Kyiv, Chernivtsi, Khmelnytskyi, Mykolaiv and Kropyvnytskyi. Since the escalation of the conflict in Ukraine on 24 February 2022, DRC has scaled up its operation and support to URCS significantly to meet the increasing needs of the conflict affected population.

Now DRC is looking for a highly qualified MHPSS Delegate to be based in URCS (HQ) office in Kyiv to support the development of URCS MHPSS file.

The MHPSS coordinator delegate will be embedded in URCS MHPSS team and in general be responsible for:

  • Ensure that the Red Cross Movement partners work according to the strategic and operational plans of the URCS Head of Rehabilitation and Care Department.
  • Ensure alignment with the International RCRC Movement MHPSS Policy and Road Map.
  • Engage with relevant coordination structures or platforms that already exist and facilitate MHPSS Coordination within URCS and amongst Movement partners.
  • Support URCS to identify needs and design interventions for affected population in terms of MHPSS activities considering access and URCS capacities.
  • Supporting URCS MHPSS teams with movement coordination, including facilitating assessments, project design, implementation, monitoring and reporting etc.
  • Support the development of a URCS MHPSS M&E Framework and encourage alignment of MHPSS M&E approaches amongst Movement partners.

In addition, the following responsibilities apply for the position:

  • Ensuring relevant involvement and support by DRC colleagues at CO, RO and HQ level to promote technical quality, donor/partnership compliance, strong technical standards on MHPSS.

About You

  • You have experience within the Red Cross and Red Crescent Movement.
  • You have strong knowledge of coordinating and engaging a host of partners/colleagues
  • You have experience in working embedded with partners at national level.
  • You have a higher-level educational background in MHPSS or other relevant health, humanitarian or social sectors.
  • You have work experience in monitoring and reporting on indicators through innovative qualitative data gathering techniques and other type of surveys.
  • Fluency in written and spoken English language is a requirement and knowledge of Ukrainian an advantage.
  • You have proven experience in managing projects from a non-profit organization, government institutions or international organization.

You understand that process and local partner ownership are key to achieving results in culturally and politically sensitive environments. We expect that you are confident in working in high risk and volatile situations where hibernation and evacuation plans are part of the reality and can handle a heavy but varied workload. As a person, you are an excellent coordinator with strong communication, writing, coordination, negotiation, networking, and facilitation skills. You must be self-supporting in computers and possess a valid international driving license.

Employment conditions

The starting date is expected to as soon as possible and not later than May 1st. The length of the contract is 1 year with the possibility to be extended. Your duty station will be in Kyiv. The position is a non-family duty station and will include R&R benefits for as long as the security situation deems it necessary.

Travelling to project implementation areas will take place to the degree that the security situation in-country allows. For security reasons, please also highlight if you have already had HEAT training, and the date of this training.

The salary including allowances and pension is competitive and will be depending on qualifications and experience. DRC’s objective is to recruit as local as possible, and as global as necessary.
