Action Against Hunger intervenes in four main areas: Nutrition, Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security and Livelihoods; Advocacy and Raising Awareness.

 

Action Against Hunger is looking for a MHPSS and Protection Deputy Program Manager based in its office in Basra.

 

Work place: Basra with frequent visits to ACF areas of interventions.

 

Type of contract: Initially 10 months Fixed-Term contract with the possibility of extension.

 

Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week

 

Monthly Basic Salary:  Action Against Hunger provide competitive salary according to ACF salary grid.

Purpose of the position:

  • Support and coordinate training programs.
  • Coordinate and sustain working relationship with local health authorities and stakeholders.
  • Ensure the proper HR management of the MHPSS_P team,
  • Participate in the clinical follow-up of the beneficiaries and program reporting
  • Oversee all logistics and administrative aspects of the program

 Specific Objectives:

 Objective 1: Prepare and supervise fieldwork and activities

  • Organize and follow up the MHPSS and Protection activities in general and ensure they are conducted in a proper and timely manner
  • Assist the general PM to determine potential sites of intervention
  • Calculate the accurate quantity of materials needed for the activities (BoQ)
  • Contribute in managing the budget associated with MHPSS and protection activities
  • Prepare work plans and ensure these are followed by the MHPSS and Protection team
  • Supervise field work and activities when required/requested

 

Objective 2: Oversight of the logistical and administrative aspects of the project

  • Coordinate with the general program manager to understand and follow the logistics procedures enabling the project implementation (purchase requests follow-up with logistics team, support in movement plan, ensure staff are trained in security SoP’s)
  • Ensure compliance with ACF overall administrative procedures, making sure the team under his/her direct management is fully aware of these procedures.
  • Ensure an efficient use of the items allocated to the project

 

Objective 3: Supervise the MHPSS and protection team

  • Participate in the recruitment process of new team members
  • Report training needs of the team to the Program Manager and HoD, translate/develop/deliver training material and assist in the facilitation of training sessions
  • Organize and facilitate workshops for ACF teams and stakeholders on different MHPSS and protection themes according to the needs identified by the mission
  • Explain and ensure application of the ACF standards and policies, and international guidelines on MHPSSP in the provision of all activities
  • Provide weekly technical meeting and clinical supervision (if possible) to the team
  • Conduct with HR annual appraisals of the team

 

Objective 4: Ensure monitoring, evaluation and reporting with effectiveness and confidentiality

  • Organize and follow up data collection and processing; propose methods improvements
  • Ensure the proper upload of data in the database (accuracy check)
  • Contribute with PM to statistic calculations and data analysis
  • Support the team in project activities reporting; Ensure the quality of the data and reports submitted by team members
  • Compile monthly MHPSS Activity Progress Report, according to activities indicators
  • Assist the PM in donors reporting
  • Maintain strict respect for confidentiality: Ensure that the confidentiality of data, the property of ACF project beneficiaries, is strictly maintained; ensure that all documents are available for audit and stored in secure files and locker; Respect the confidentiality of the content of clinical interviews apart from discussions with the psychologists in charge.

 

Objective 5: Ensure internal and external coordination  

  • Ensure a clear communication between the MHPSSP team and PM and HoD, field coordinator, ACF other sectors, stakeholders and local authorities
  • Ensure access to field/facilities/people is possible, with a good level of trust and acceptance
  • Participate in internal and external coordination meetings and clusters as requested by the PM/FC

 

Objective 6: Contribute to gender and protection mainstreaming

  • Assist the general PM in gender and protection mainstreaming, and GBV and child protection integration, into programmes and activites, by respecting ACF standards and monitoring these aspects with dedicated indicators
  • Support the MHPSS and Protection team and ACF teams in gender and protection mainstreaming or integration into activities through trainings, supervisions and monitoring; as well by conducting gender and protection assessments and analysis.

 

Objective 7: Maintain strict respect for confidentiality.

  • Ensure that the confidentiality of data, the property of ACF project beneficiaries, is strictly maintained.
  • Respect the confidentiality of the content of clinical interviews apart from discussions with the psychologists in charge.

 


Qualifications & Preferred Skills

Recruitment Criteria:

Qualification/Degree:

Bachelor degree in Psychology, Social Sciences, or medical-related studies. Masters degree is a plus

Professional Experience

MHPSS/clinical psychology/CBT/Care practices/Child protection/GBV … knowledge and skills

Knowledge of the intervention area/emergency settings/programs for refugees and displaced population

Capacity building (training and supervision) skills

General Skills

 

Good communication skills – Good writing skills – Adaptability – Able to adopt a Pedagogic approach.

Managerial Skills (if applicable)

– Very Good organizing Skills  and Flexibility  – Diligence – Rigour – Resourcefulness – Very good communication skills – numeracy skills, understanding of project cycle management  and representation skills.

– Very Good team management skills and abilities

 

Language Skills

Good knowledge of English and Arabic.

IT Skills

Good computer knowledge : Word, Excel, and Power point
