Job Title: Methodology Advisor (Hunger and Conflict)
Reports to: Action Against Hunger Spain Head of Food Security & Livelihoods (Based in Madrid)
Job Location: Homebased in the UK or within the European Union. Candidates must have the right to work in the country for which they are applying.
Duration: 12 months Fixed Term Contract.
Working Hours: 37.5 hours per week (with the ability to work flexibly across multiple timezones)
Salary Band: PO1 £36,774 – £39,326 per annum (if based in the UK). Equivalent salary offers for non UK based candidates will be dependent upon country

JOB PURPOSE

Action Against Hunger has a vision of a world free from hunger. For 40 years, across nearly 50 countries, we have led the global fight against hunger. A leading cause of rising hunger globally is the rise in violent conflict. Action Against Hunger is committed to action to tackle violence induced hunger, both through our operations, and by promoting accountability for potential breaches of human rights and humanitarian law that cause hunger.

This problem has gained more political prominence in recent years, as illustrated by the UN Security Council adopting resolution 2417 in 2018, which puts it on the UNSC agenda to respond to conflict induced food insecurity. Nevertheless, globally the political will to act remains weak. This is why Action Against Hunger is:

  • Developing a tool for monitoring and reporting on evidence of conflict induced hunger;
  • Being a leading voice on how governance bodies, including the UN Security Council, can better hold conflict parties to account for conflict induced hunger.

Since February 2020, Action Against Hunger has been working on the development of a methodology that aims to establish the causal link between Hunger and Conflict with the aim of contributing to the implementation of resolution 2417 of the United Nations Security Council. We are now increasing our research and advocacy capacity in this area in a project funded by the Spanish Agency for International Development Cooperation (AECID).

KEY DUTIES AND RESPONSIBILITIES

Coordinate the development and adaptation of the methodology and its toolbox to the different contexts in close collaboration with field teams and technical experts (external and internal)
Ensure the coherence and complementarity of the methodology with other already existing relevant methodologies for analyzing food and nutrition security
Develop and update materials for building capacities and communicating on the methodology
Provide guidance on food and nutrition security monitoring and analysis in violent settings
Establish and support processes for the data quality control and analytics to evidence linkages between violence and food and nutrition insecurity
Contribute to the elaboration and revision of field and global analysis reports, policy and thematic reports and/or research papers related to the methodology
Maintain good relationships with external stakeholders and support the development of new partnerships or alliances with multiple relevant stakeholders (NGOs, academia…) to contribute to the scale-up and improvement of the methodology.

DIMENSIONS

Lead on coordinating Hunger and Conflict methodology across the network and eventual consortia
Be an expert voice for the network on conflict induced food insecurity, familiar with new evidence emerging from Action Against Hunger’s research and operations and external sources
A willingness to work flexibly and attend events outside of core hours/weekends would be expected. Some international travels will be needed, where appropriate and feasible

The postholder will be expected to adhere to the terms of the Action Against Hunger International Code of Conduct and associated policies, as a condition of their employment. All employees have particular responsibility for understanding and following protocols in relation to safeguarding (children and vulnerable adults), and protection from sexual exploitation and abuse (PSEA). Those in management positions are also responsible for ensuring that staff, volunteers, consultants and other key stakeholders are made aware of and supported in implementing these measures
You may be expected to undertake other duties that are commensurate with this role/grade.

The job involves working within the overall policy framework of the organization.

Ensuring the activities responsible for are compliant with relevant legal and best practice guidance.

PERSON SPECIFICATION
Essential

  • A university degree related to agronomy, engineering, social or political sciences, or qualified by experience in the field of food security and conflict.
  • Demonstrable applied knowledge of at least one of the following policy areas: peace and security, international humanitarian law, global food insecurity.
  • Data analysis training and/or experience: Power BI, Kobo, Humanitarian Response Info, Humanitarian Data Exchange or similar digital platforms.
  • Knowledge of the humanitarian system and ways of working, INGOs and UN.
  • Fluency in English and at least one other language (Spanish or French)

Experience required
Essential

  • Experience in food security and livelihoods analysis, preferably in violent settings.
  • Experience in data management, exchange, analysis and visualization tools.
  • Experience of running working groups amongst multiple organizations.
  • Excellent analytic skills and experience on research.
  • Good writing skills and experience in producing country and thematic reports along with position and research papers.
  • Flexibility to work with multi-disciplinary experts and diverse communities.
  • Ability and willingness to work flexibly across multiple timezones to meet the needs of a range of stakeholders
  • Ability and willingness to undertake international travel
  • A demonstrable personal and professional commitment to uphold the principles and practices in relation to FREDIE (Fairness, Respect, Equality, Diversity, Inclusion and Engagement).

Desirable

  • Knowledge or experience on monitoring, learning and research tools.
  • Experience in developing Early Warning System methodologies
  • Experience on training and capacity building techniques.
