GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Medical Department.

GENERAL OBJECTIVE AND CONTEXT

According to MSF MH Policy, MHPS (Mental Health and Psychosocial) component is an essential part of emergency/regular response in several contexts. A trans-cultural mental health model emphasizes understanding of mental distress according to the social, political, economic, spiritual, cultural and moral worldview of the beneficiary. MSF understands that a psychosocial approach targets both individual and community factors that influence mental health in order to assist survivors of disasters, crises. There is a need to facilitate the implementation of the psychiatric component at field level. MHPSS staff at HQ level has been strengthen and currently there are 4 people dedicated to it. However, only 1 is psychiatrist and her responsibilities are wider (30% leader of MHWG and MHA for half of OCBA portafolio).

The final goal of this position would be to contribute to the provision of quality of care in psychiatry.

PLACEMENT WITHIN THE ORGANISATION

Hierarchically and functionally under OCBA Mental Health Referent-Psychiatrist.

MAIN RESPONSABILITIES, FUNCTIONS AND TASKS

The main task of the position is: to support the psychiatric component in OCBA missions and support psychiatrist advisor on her daily tasks.

To achieve it, he/she will consider:

  • Regular meetings (2-4 weeks) and coaching of field psychiatrists (regional psychiatrist cell 2, SSD-Malakal, Yemen-Hajjah, RDC current MHAM, RCA-flying psychiatrist, Mexico-mission psychiatrist, Colombia and Nigeria when needed).
  • Revision and feedback of psychiatry database on monthly basis (all OCBA).
  • Analysis of data from psychiatric care: analyse psy database for the last 5 years, identify main changes and trends.
  • Compilation and organization of materials for mhGAP trainings in 3 languages (EN, FR, ES).
  • Support with development of practical tools for field teams: docs complementary to MSF protocol, patient management, IMO, etc.
  • If decided with MHA, launch a CoP for psychiatrists.

SELECTION CRITERIA

Education and experience:

  • University Training as MD specialist on Psychiatry.
  • Minimum 2 years field experience with MSF in MHPSS program.
  • Experience in training, developing MHPS documents.
  • Fluent in English. Spanish and French are assets.
  • Word competent, able to do advanced algorithms.
  • Familiar with MSF tools and policies in the relevant fields broad operational interest.
  • Eclectic training or interest not restricted to only one theoretical school, in order to be able to have a broader problem-solving capacity in mental health.

CONDITIONS

  • Homebased position.
  • Full-time job.
  • Duration: 12 weeks. Contract modality according to local legal framework.
  • Annual Gross Salary: level HQ-3B (divided in 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
  • Starting date: 19th September 2022.
