Ukraine is facing a humanitarian crisis that continues to develop every day. As hostilities escalate, a growing number of people is being displaced every day within Ukraine and across international borders, with more than 3 million having fled the country.

With the humanitarian situation in Ukraine and neighboring countries deteriorating rapidly, the International Red Cross Red Crescent Movement has activated all its emergency response mechanisms. Together ICRC, IFRC and National Societies are undertaking a rapid and coordinated response.

Since 24 February 2022, an increasing number of people fleeing from Ukraine to the neighbouring countries has been observed, as a result of the war in Ukraine. At the same time, the number of persons exiting the Republic of Moldova and going back to Ukraine has been sustained. According to IOM data on April 27th, Since February 24, more than 430,000 people have entered Moldova from Ukraine.

In Moldova, the French Red Cross plans to intervene in a long-term approach. The objective is to build capacity in MHPSS through support in the establishment of an MHPSS team within the MRC and the implementation of specific activities within several branches, in collaboration with the ICRC.

The SMPS interventions aim to identify community centres that will be equipped to provide individual and collective psychosocial support activities to populations affected by the Ukrainian crisis (Ukrainians who have fled the conflict and Moldovans hosting them). The interventions will target children, adolescents and adults (parents and host families).

The delegate’s tasks will be to build, together with the ICRC and the MRC, the overall framework of this project.

Under the responsibility of the Head of Delegation, in close collaboration with the Moldova Red Cross (MRC) as well as the ICRC and the MHPSS technical advisor at HQ, the MHPSS Delegate will be responsible of setting up the overall framework necessary to implement the MHPSS activites. Therefore, he/she will in be in charge of (non-exhaustive list) the operational preparation and site identification.

All activities will be carried out in close cooperation with the ICRC, the IFRC and the Moldovan Red Cross to ensure:

  • The standardisation of the approach in order to allow consistent implementation across the different branches supported and a pooling of support methods.
  • The development of MHPSS department within the SN.

The different responsibilities and tasks of the delegate will be as follow:

  1. Develop and draft the MHPSS operational strategy
  2. Draft a standardized frame of the Butterfly houses and support their implementation
  3. Ensure the human resources set up required to run the BH
  4. Draft the monitoring tools for the BH activities follow up
  5. Capitalization and evaluation

HIERARCHICAL AND FUNCTIONAL LINKS

The MHPSS Delegate works under the responsibility of the head of delegation, and in close collaboration with FRC HQ colleagues, as well as at country level with ICRC and MRC.

SPECIFICITIES

Regular travels withing the country as well as possibly the region

Candidate profile

  • Counsellor, social worker, psychologist or psychiatrist with current valid certification in good standing
  • Experience in mental health and psychosocial support (MHPSS) activities for at least 3 years
  • Experience in conducting trainings in MHPSS, eg. Psychological First Aid trainings
  • Experience in providing counselling and psychological interventions to emotional distress and problems
  • Professional work experience, preferably in an emergency setting
  • Strong experience in community mobilization
  • Strong project management skills
  • Sound experience in partnership and capacity building
  • Good communication, analytical and drafting skills
  • Familiar with the Movement, its policies and the emergency set up
  • Proficiency in one (preferable two) languages. English is obligatory, while French and Romanian or Moldovan or Ukrainian are an advantage.
