Background

The war broke out in Ukraine in February 2022. Since then, millions of people have fled to the neighbouring countries, raising a big concern on how to manage such an immense flux of people. In order to support refugees, War Child has set up an emergency response through local partners in Moldova, Romania and Ukraine.

Your Challenge

You are a dynamic MHPSS professional with excellent experience in humanitarian programming.

You will be responsible for the development, coordination and mainstreaming of MHPSS programming, for building MHPSS competencies of staff within War Child Ukraine Emergency Response and local partners, and for ensuring overall quality of PSS interventions across the program.

You will report directly to the Programme Coordinator and have a technical dotted line supervision from Global PSS Specialist. You will work closely with local partner organisations and the War Child Ukraine Emergency Response Team, including the CP and Education Coordinators.

Your Responsibilities

Development and follow up of MHPSS activities to ensure MHPSS standards and policies are implemented in such a matter that cover all the projects

· Work closely with MHPSS and other relevant staff of partner organisations in order to identify MHPSS issues and to design relevant programming.

· Assist in developing and implementation of MHPSS programs and/or activities within WCH humanitarian response plan.

· Make frequent field visits to projects’ areas to follow up on quality of implementation of MHPSS activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training.

Building the competencies and capacity of War Child staff and partners to ensure MHPSS interventions are relevant to the context, aligned with national, regional and international developments and of quality according to set standards:

· In collaboration with the Global PSS Specialist and Programme Coordinator build the MHPSS competencies of War Child and partner staff through training, coaching and continuous support to the project staff and local implementing partners (.

· Ensure quality implementation of WC mental health and psychosocial programs through continuous liaison with implementing partners on the ground.

· Follow up with partners and ensure Monitoring of MHPSS programs, and generate recommendations and overview of quality: status, methods used and results achieved of MHPSS programming

Coordination and Representation – To ensure the WCH programme is aligned with humanitarian response plan in relation to MHPSS and the organization is proactively represented and participating in inter agency platforms.

· Liaise regularly with relevant counter parts, including global thematic specialists and other organizations.

· Ensure that MHPSS programmes connect with other WCH areas of work.

· Align the WCH programme with national and inter-agency PSS programmes, methods, tools, etc.

· Represent WCH externally, in relevant platforms/networks/working groups focused on MHPSS themes including but not llimited to MHPSS TWG’s in Moldova, Romania and Ukraine

· Support the identification and packaging of PSS advocacy issues.

Knowledge, experience, skills, and competencies

· Relevant academic background in psychology, psychiatry or other relevant diploma.

· Minimum 3 years of experience of implementing Mental Health and/or PSS programming in humanitarian settings.

· Experience in implementing MHPSS programming in acute emergency contexts (min. 1 deployment).

· Strong track record in training and competency building.

· Demonstrated experience in monitoring and evaluation of projects.

· Strong command of up-to-date MHPSS interagency guidance and recommendations.

· Fluency in English is required. Fluency in Ukrainian, Romanian, or Russian is a strong asset.

· Ability to provide (creative/interactive) trainings.

· Affinity with children and young people.

· Possesses the following transversal skills: cultural sensitivity, strong critical analysis and strategic thinking skills, planning and coordination ability, monitoring and evaluation ability, Excellent communication skills; ability to give and receive feedback, flexibility, and proactivity.

· Affinity with War Child’s mandate, mission, and core values (Impact, Creativity, Inspiration and Integrity).

Our offer

Location: Moldova or Romania. The successful candidate needs to be eligible to work in that country. Preference will be given to local candidates.

Contract: War Child typically offers an initial contract of up to 8 months with the intention to prolong after that.
