Job Title: MEL Health Sector Advisor

Reports To: Deputy Chief of Party/MEL Director

Overview: IBTCI is seeking a Monitoring, Evaluation, and Learning Advisor with expertise in the Health Sector for an upcoming USAID/Bangladesh Monitoring, Evaluation, and Learning (MEL) Activity. This is a four-year activity and will be a central Mission-wide platform that provides a wide range of analytical and advisory services in support of the Mission’s design, performance monitoring, evaluation, and operational learning and adapting. The activity will play a significant role in achieving the successful implementation of the Mission’s 1) integrated 2020 to 2025 Country Development Cooperation Strategy, 2) Performance Management Plan, and 3) the Collaboration, Learning, and Adapting Agenda. The position is for Bangladesh nationals. This position is contingent upon being awarded the contract.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Overall responsibility for support to the USAID Bangladesh Global Health Office.
  • Build relations with the Global Health Office and Implementing Partners for this portfolio.
  • Provide senior level technical expertise in the review of AMELPs, performance and context indicators, data quality assurance, data collection for monitoring purposes, data analysis, and development of reports and documents to support USAID Program Cycle activities in the Mission and by implementing partners.
  • Support health implementing partners in their MEL efforts, including direct technical assistance and training, as requested by the Mission.
  • Oversee implementation of evaluations, studies, research, and trainings requested by the Global Health office. Provide expertise in development of methodology, data collection and analysis, and report writing.
  • Supervise and support the work of MEL specialists supporting other technical offices at the Mission as needed.
  • Track development objectives of the CDCS.

Qualifications

Minimum Requirements:

  • Minimum of 8 years of progressively more responsible experience in leading the monitoring, evaluation, and analysis of development projects funded by international donors.
  • Technical experience in MEL for projects in the health sector; specific experience with projects implementing health systems strengthening, mother and child health, nutrition, TB, and other areas relevant to the Bangladesh mission portfolio.
  • Demonstrated expertise in facilitation and training in both large formal settings and strong interpersonal skills for coaching and mentoring in informal settings.
  • Experience in design and implementation of evaluations of development interventions
  • Experience in design and field testing of data collection instruments (e.g., questionnaires and interview guides) and in advanced research methods and sampling.
  • Experience in design for M&E systems, data quality control and reporting for projects and programs.
  • Experience managing small teams and providing technical supervision to the MEL teams.
  • Familiarity with required USAID MEL policies and procedures, USAID CLA guidance and tools.
  • Strong interpersonal and oral communication and presentation skills.
  • Professional proficiency in spoken and written English.
  • Proficiency in Bengali preferred.
  • Must have experience working in Bangladesh.

**Education:**Advanced Degree in a relevant field such as international development, project management, health, statistics, or economics.

Preferred Knowledge, Skills and Abilities:

  • Demonstrated skill and experience in facilitating groups, meetings, and events (both online and in-person), resulting in collaborative decision-making, agreed upon action items/priorities, and strong outcomes;
  • Expertise in working with a variety of stakeholders, including host country government personnel, NGO partners, international donor agencies and other stakeholders, including prior working relationships with the Government of Bangladesh Ministry of Health officials and other local health sector stakeholders;
  • Demonstrated experience in both quantitative and qualitative data collection, including experience in using key informant interviews, focus groups, and interactive tools to generate qualitative information and learning from the data; and,
  • Ability to prioritize tasks in a fast-paced and changing environment.

Working Environment: Work is typically performed in an office environment.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: Travel throughout Bangladesh will be required.
