The MEL Associate (MA) is responsible for data collection, management and organization for IRI Iraq projects. S/he also contributes to the analysis and reporting of program activity information and data in a results-based and timely manner, focusing on the achievement of established program indicators and outcomes. S/he collates and ensures the quality of data reported in PMPs and all other similar indices. The MEL Associate will, with direction from the MEL Manager, liaise with staff in IRI���s Washington DC headquarters to answer questions and fulfill requests related to MEL activities, data collection and similar issues.

The MA reports to the MEL Manager. The MEL team engages regularly with program teams and are responsible to coordinate all accounting, procurement and logistics with the operations team.

Monitoring, Evaluation & Learning
��� Work with field and headquarters team to ensure that M&E data and initiatives accurately capture results.
��� Support program monitoring… and evaluation plans with direction from the management team and MELM, inclusive of:
��� Prepare, compile and sort documents for entered data from source documents into prescribed computer database, files and forms;
��� Check source documents for accuracy, verify data and correct data where necessary;
��� Obtain further information for incomplete documents by make verification call;
��� Conduct field visits, including monitoring workshops/sessions as required; and
��� Prepare interview protocols and conducting phone interviews.
��� Assist in reporting on activities, and associated output, outcome, and impact level results; this may include providing data support to program staff drafting quarterly reports.
��� Assist IRI staff to carry out all requirements and tasks in MEL plans and indicator matrices (PMPs, etc). This may include but is not limited to: planning for data collection, preparing and piloting data collection tools, collecting data, storing and maintaining data, cleaning and analyzing data and providing MEL capacity building/training support to colleagues as requested.
��� Participate in regular sessions with program teams on collaborative learning and adaptive management.
��� Ensure that data storage and data ethics meet IRI and funder standards.

Administration
��� Translate documents for MEL and related support tasks from Arabic into English and vice versa.
��� Reconcile all program and travel expenses on time; keep detailed records of IRI expenditures based on IRI regulations and guidance from the operations team.
��� Submit accurate timesheets on time.
��� Other duties as assigned
��� Undergraduate degree in political science, international relations or related field required.
��� One to two years of progressively responsible professional experience in monitoring and evaluation required.
��� Demonstrated experience working with US Government funded projects and familiarity with USG regulations and processes.
��� Professional fluency in English and Arabic required.
��� Strong written and oral communication and presentation skills.
��� Willingness to travel domestically as needed.
��� Commitment to non-partisanship and non-sectarianism required.

Conditional on grant funding, IRI intends to hire staff for its Iraq democracy support programs. This position will be based in Baghdad or Erbil and will require periodic domestic travel, sometimes frequently. Positions are open for Iraqi nationals only.
